About the role

We’re looking for a strategic and collaborative leader to drive forward housing growth across Kirklees. As Head of Housing Growth, you will lead the Council’s housing growth agenda, helping to deliver the right homes in the right places to meet the needs of our residents. This includes market and affordable housing, specialist accommodation, Extra Care housing and temporary accommodation solutions. This is a senior leadership role where you will shape investment opportunities, unlock sites, and work in partnership with key regional and national organisations to accelerate delivery.

What you’ll be doing

  • Lead the Council’s strategic approach to housing growth, aligned to the Local Plan and wider council priorities
  • Identify and bring forward housing opportunities, including strategic, brownfield and town centre sites
  • Oversee the development and delivery of housing projects from early concept through to completion, including business cases, funding and partnerships
  • Unlock stalled sites and overcome development barriers to enable delivery
  • Work across the Council and with external partners to increase the supply of housing, including affordable and specialist homes
  • Support solutions to homelessness pressures, including temporary accommodation and move-on housing
  • Develop strong partnerships with organisations such as Homes England, West Yorkshire Combined Authority, developers and Registered Providers
  • Lead on funding bids and investment cases to secure external funding for housing delivery
  • Ensure strong governance, programme management and reporting across all housing growth activity

What we’re looking for

We’re looking for an experienced leader with a strong track record in housing, regeneration or development. You will have:

  • Significant senior leadership experience and credibility at this level
  • Strong influencing and stakeholder management skills, with the ability to work effectively with senior leaders and partners
  • Extensive experience in delivering complex programmes or development projects
  • A strong understanding of local government, partnership working and the wider housing sector
  • Sound financial awareness and experience of developing funding bids or investment cases
