ABOUT THE ROLE

The Department of Public Works is a 250-person department committed to providing dependable, high-quality services; developing a safe, healthy, livable environment; supporting and developing the workforce; engaging the community and providing excellent customer service; and planning for a sustainable future. The Senior Engineer is a key member of the engineering team at the Department of Public Works and reports to the Assistant Commissioner for Engineering/ City Engineer through an Engineering Division Supervising Engineer. The Senior Engineer will work towards the goal of providing efficient operations and excellent customer service. The person in this role will be an important contributor to the Department’s Capital Improvement programs in the areas of sewer separation, stormwater management, street reconstruction and other public infrastructure improvements, and will provide effective community relations, sound decision-making, financial responsibility and problem-solving.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manage all aspects of large capital construction project contracts including community relations, schedule, budget, bidding, change orders, and quality control.
  • Coordinate the design and construction of public works projects with residents, property owners, business owners, other city departments, state and federal agencies and other stakeholders.
  • Inspect construction, maintenance, and/or repairs by contractors of municipal infrastructure including streets and sidewalks, bicycle lanes, public utilities, parks, and related facilities.
  • Review, permit and oversee construction of public infrastructure performed by private entities on behalf of the City.
  • Review building permit applications to ensure that proposed work is compliant with DPW standard specifications, accessibility requirements, stormwater management goals and streetscape design standards.
  • Research records related to the City’s right of way, easements, and real property.
  • Assist in emergency situations as required including, but not limited to, significant inclement weather events and participate in a 24 hour a day on call rotation.
  • Other related duties and responsibilities as assigned.

MINIMUM REQUIREMENTS

  • Bachelor’s degree in civil engineering or related field.
  • 5+ years’ experience with demonstrated experience designing and/or constructing multimillion-dollar infrastructure projects, multi-modal transportation projects and sewer separation projects.
  • Ability to manage and administer public works construction contracts.
  • Demonstrated commitment to public service.

  • Demonstrated knowledge of construction methods for roadways, sidewalks and public utilities including adherence to plans, specifications and quality control.
  • Ability to effectively lead complex design processes and collaborate with the community.
  • Demonstrated ability to work independently and manage competing priorities in a busy work environment under tight deadlines.
  • Strong problem solving, decision making and mediation abilities.
  • Strong interpersonal and customer service skills.
  • Strong written and verbal communication skills.
  • Exceptional organisation skills.
  • Proficiency with a variety of computer software typical to professional office environment including Word, Excel, Smartsheet, Teams, and Zoom, permitting software and project management software, Bluebeam and AutoCAD.

PREFERRED REQUIREMENTS

  • Registered Professional Engineer.
  • Knowledge of municipal utility and ground surface construction standards.
  • Experience with state and municipal procurement laws and regulations.
  • Knowledge and understanding of environmental laws and regulations pertaining to municipal sewer and drainage system design, construction, and operation.
  • Knowledge of complete streets design emphasising accommodation for pedestrians and cyclists.
  • Knowledge of state and federal accessibility requirements and experience designing and constructing accessible facilities.
  • Completion of OSHA Outreach Training (10-hour card).

PHYSICAL DEMANDS

Work involves frequent site visits, requiring travel to and through construction zones, driving, walking, bending, squatting, reaching and stretching. Ability to access, input and retrieve information from a computer. Ability to operate office equipment including copiers, printers and scanners. Executes multiple tasks involving keyboarding, telephones, writing, bending, reaching and lifting boxes of files (up to 10 lbs.).

WORK ENVIRONMENT

Outdoors including construction sites and congested City roadways under all weather conditions. Standard office environment, which includes fluorescent lighting and air conditioning. Busy office work environment characterised by multiple work demands from staff and customer interaction. This position may be eligible for hybrid work under the City’s Telework Policy depending on operational needs.
