The Procurement Director is responsible for leading and managing the Group's procurement function across all business units.

This role oversees thedevelopment and execution of procurement strategies, supplier and subcontractormanagement, contract negotiations, cost optimisation, and procurementgovernance to ensure the timely and cost-effective procurement of materials, equipment, and services.

The Procurement Director works closely with seniormanagement and project teams to support business growth, operationalexcellence, and the successful delivery of construction and propertydevelopment projects.

Key Responsibilities

  • Develop and implement the Group's procurement strategy, policies, and procedures to support business objectives.
  • Lead and oversee all procurement activities across multiple projects and business entities.
  • Establish strategic sourcing initiatives to achieve cost savings, improve operational efficiency, and maximise value.
  • Build, develop, and maintain strong relationships with suppliers, subcontractors, and service providers.
  • Lead commercial negotiations for major procurement contracts, framework agreements, and long-term supply arrangements.
  • Ensure the timely procurement of construction materials, equipment, subcontractors, and professional services to meet project schedules.
  • Monitor market trends, material pricing, and supply chain developments to mitigate procurement risks and identify cost‑saving opportunities.
  • Drive supplier performance management through regular evaluation of quality, delivery, pricing, and service standards.
  • Ensure procurement activities comply with company policies, contractual obligations, statutory requirements, and ethical procurement practices.
  • Collaborate with Project, Contracts, Quantity Surveying, Technical, Finance, and Operations teams to align procurement strategies with project requirements.
  • Review and approve major purchase orders, supplier appointments, and procurement recommendations within delegated authority.
  • Develop procurement budgets, monitor expenditure, and report procurement performance to senior management.
  • Lead, mentor, and develop the procurement team, fostering a culture of accountability, collaboration, and continuous improvement.
  • Identify opportunities for process improvements, digitalisation, and procurement system enhancements to increase operational efficiency.

Requirements

  • Bachelor's Degree in Supply Chain Management, Procurement, Quantity Surveying, Civil Engineering, Construction Management, Business Administration, or a related discipline.

12 years of procurement experience in the construction and/or property development industry.

  • At least

5 years in a senior management or leadership role overseeing procurement functions.

  • Proven experience managing high‑value procurement, strategic sourcing, supplier negotiations, and contract management.
  • Strong knowledge of construction materials, subcontract procurement, supply chain management, and commercial practices.
  • Excellent commercial acumen with strong analytical, negotiation, and decision‑making skills.
  • Experience managing procurement across multiple projects or business units is highly preferred.
  • Proficient in ERP and procurement management systems, as well as Microsoft Office applications.
  • Strong leadership, communication, stakeholder management, and team development skills.
  • Ability to work effectively in a fast‑paced, multi-project environment.
  • Preferred Qualifications
  • Experience in a property developer, main contractor, or integrated construction group.
  • Professional certification such as CIPS or equivalent will be an added advantage.
