Job Summary

We are looking for a highly experienced Senior Planning & Technical Manager to lead the planning and technical management of the Company’s property development projects.

The successful candidate will provide strategic leadership in design management, consultant coordination, technical governance, authority approvals, and project planning to ensure successful project delivery from inception through completion.

Key Responsibilities

  • Lead and oversee the planning and technical management of multiple residential, commercial, and mixed‑use development projects.
  • Manage and direct the performance of architects, Civil & Structural, M&E, landscape, interior design, and other specialist consultants throughout the project lifecycle.
  • Review and approve planning submissions, design proposals, technical reports, specifications, and construction documentation.
  • Drive design coordination, value engineering, and technical optimisation to achieve the Company’s development objectives.
  • Provide technical leadership and strategic recommendations to Management on planning, design, construction methodology, project risks, and development strategies.
  • Lead consultant coordination meetings and technical review sessions to ensure timely project delivery.
  • Liaise with URA, BCA, SCDF, PUB, LTA, and other regulatory authorities on planning approvals and statutory matters.
  • Oversee technical due diligence, planning submissions, authority approvals, and consultant deliverables.
  • Review tender documents and provide technical leadership during contractor procurement and evaluation.
  • Monitor project implementation from the developer's perspective to ensure compliance with approved designs, contractual obligations, budgets, quality standards, and project timelines.
  • Support project completion, TOP, CSC, and post‑completion defect management.
  • Mentor and guide technical team members while fostering a culture of collaboration and continuous improvement.

Requirements

At least a Bachelor's Degree in Architecture, Civil Engineering, Structural Engineering, Building, Construction Management, or a related discipline.

Minimum 15 years of relevant experience in the property development or construction industry.

  • Previous experience in a reputable Architectural, Engineering, or Project Management Consultancy is required.
  • Proven experience working for a property developer is essential.
  • Extensive knowledge of the full property development lifecycle, including planning, design management, authority approvals, tendering, construction, TOP, and CSC.
  • Strong familiarity with Singapore's statutory requirements, including URA, BCA, SCDF, PUB, and other relevant authorities.
  • Proven leadership experience in managing consultants, multidisciplinary teams, and multiple large‑scale developments simultaneously.
  • Excellent communication, negotiation, analytical, and stakeholder management skills.
  • Preferred Qualifications
  • Experience managing high‑rise residential, commercial, or integrated developments.
  • Strong leadership and decision‑making abilities with a strategic mindset.
  • Demonstrated ability to deliver projects on time, within budget, and to the Company’s quality standards.
