A hospital in the North West of England is establishing a new Clinical Group PMO to drive delivery of a focused Cost Improvement Programme (CIP) across all clinical specialties and corporate functions. Reporting to the Head of the PMO, and working closely with the Chief Operating Officer, the Transformation Programme Manager will act as the primary coordination point for multiple CIP workstreams and help shape and deliver the hospital's initial opportunity and benefits realisation outputs. This role is inside IR35, based in the North West, and centres solely on this hospital's CIP programme.
Key Responsibilities
- Lead and coordinate multiple CIP workstreams, ensuring structured delivery, effective governance, and clear visibility of risks, issues, and milestones.
- Establish or strengthen PMO processes, documentation standards, and benefits tracking for a new CIP function.
- Work hands-on with operational and clinical teams to identify, assess, and deliver tangible, achievable savings, particularly around productivity and performance improvement.
- Support analysis and delivery of opportunities such as:
- Theatre utilisation improvements (currently approx. 70% in the baseline work).
- Urgent and emergency care (UEC) flow, bed management, and overall capacity optimisation.
- Exploration of further ward reconfiguration or potential closure options following earlier rationalisation.
- Corporate and support service efficiency.
- Income optimisation to ensure payment accuracy for activity delivered.
Essential Experience & Skills
- Proven experience delivering CIP programmes within an acute hospital environment, covering both clinical and corporate areas.
- Demonstrated ability to deliver real outputs and measurable benefits, not just theoretical plans.
- Skilled in identifying, shaping, and driving productivity and performance-related savings.
- Strong stakeholder engagement skills, with experience working across all levels of clinical and operational leadership.
- Highly organised with excellent written and verbal communication skills, including development of benefits documentation.
- Confident challenging assumptions and ensuring clarity around data, opportunities, and deliverability.
