This position is for a Sourcing and Quality Engineer for KGSO’s United Kingdom Services Operations. The Sourcing and Quality Engineer must have expertise to understand technical requirements, evaluate and qualify suppliers, and manage the quality of outsourced calibration and repair services for multiple OEMs across many metrology principles (electrical, mechanical, physical and dimensional), while executing procurement strategies that focus on budget, efficiency, and turn‑around time.
Responsibilities
- Source and qualify the appropriate external vendor for specific calibration or repair work, ensuring that the customer’s technical and quality requirements are met.
- Measure and ensure the quality, reliability and turn‑around time performance of external vendors that calibrate and repair hardware.
- Evaluate and document the technical and quality capabilities of new or expiring suppliers, mentor underperforming or non‑compliant suppliers, develop and implement custom supplier evaluations and qualifications that may be unique to a customer, perform supplier audits, manage supplier corrective actions, and support supplier development processes in support of quality standards required to support UK Service Operation’s needs.
- Monitor outsourced equipment through the service lifecycle.
- Communicate and resolve supplier‑related problems as they occur.
- Interface with quality functions to audit suppliers as appropriate to ensure performance to Keysight quality objectives.
- Provide technical inputs for professional bids and tenders in accordance with agreed strategies.
- Collaborate with Outsourcing Service Coordinators and Procurement Specialists to co‑manage supplier relationships to ensure the best supply chain available (Technology, Quality, Responsiveness, Delivery, Cost, etc.).
Qualifications
- BSc degree in Mechanical/Electrical/Materials Science Engineering or a related technical major and 4 years of applicable professional experience in a similar position, or an Apprenticeship in Mechanical/Electrical/Materials Science Engineering or a related technical major with 8+ years of applicable professional experience.
- Strategic and/or tactical procurement experience in a service and support environment is a plus.
- Demonstrated verbal and written communication skills, including proficiency in Microsoft Outlook, Word, Excel and PowerPoint.
- Demonstrated skills and successes in negotiation.
- Product knowledge in major test and measurement systems and instruments.
- Experience identifying process, skill, and performance gaps; developing implementation plans to fill gaps, including establishing standard work and KPIs.
- Experience performing root cause analysis and leading corrective action efforts.
- Proven capability to develop and implement a plan to achieve cost savings and establish partnering relationships.
Strongly Preferred
- Keysight (Agilent/HP) Test & Measurement Service & Support Experience.
- Aerospace and Defense industry experience.
- Experience with Quality Standards (ISO 9001, ISO 17025).
