Job Title: Site Manager – Highways & Civil Engineering Location: Northamptonshire Start Date: Immediate To manage site operations, including the fulfilment of the role of Principal Contractor under CDM in relation to scheme delivery on the North Northamptonshire Council and West Northamptonshire Council network. Key Tasks and Accountabilities: Reporting to the Senior Delivery Manager. Responsibilities include but are not limited to: * Overseeing fulfilment of the duties of the Principal Contractor under CDM and NEC conditions of contract. * Ensuring the 5 SHE Basics, Training and Competence, Risk Assessment for every task, Induction for every worker, Safe System of Work and Point of Work Risk Assessment are embedded for all works. * Ensuring effective implementation of the Construction Phase Plan including compliance with specific requirements (e.g. site inductions and site rules).r * Overseeing management and control of all site operations including monitoring the progress of site operations and taking appropriate action (including the issue of instructions) to avoid over-run. * Organising and chairing regular meetings with the contractor to review progress and programme and participating in Monthly Progress Meetings with senior personnel from the client, contractor, and delivery team. * Verifying working practices comply with the relevant Quality Plans, Method Statements, Risk Assessments and Inspection and Test Plans. * Managing all changes to the works and ensuring they are agreed and properly communicated, including the issue of instructions to the contractor. * Advising and motivating site management staff and ensuring that functions are satisfactorily performed, including making arrangements for appropriate training where required. * Ensuring temporary works are designed in accordance with the required procedures and installed to the approved design details. Ensuring compliance with the duties of the Temporary Works Co-ordinator. * Ensuring appropriate inspection, sampling and testing is carried out to verify compliance. Carrying out quality checks and witnessing and reporting of any non-conformances. * Carrying out regular Safety, Health and Environmental inspections, attending Safety, Health and Environmental meetings, and reporting all accidents, incidents and near-misses. * Overseeing the performance and operation of contractors. Ensuring they are properly instructed in the safe execution of their work and programme requirements. Reporting on their progress. * Ensuring that all data necessary for the measurement of key performance indicators (KPIs) is collected and necessary reports prepared. * Promoting a ‘right first time’ culture and the use of quality management procedures as a means of continuous improvement. * Ensuring all necessary records required for incorporation into the handover documentation (e.g. Health and Safety Files, as-constructed drawings and asset registers) are compiled. * Promoting the introduction of innovation, and the recording/sharing of best practice and lessons learnt. * Promoting a partnering ethos to provide a working environment of co-operation, trust, respect, open communication and honesty. * Overseeing the management and co-ordination of network occupancy activities including development of traffic management proposals, roadspace booking, stakeholder liaison and updating the Network Occupancy Management System. Essential Skills & Experience: * SMSTS (5 Day CITB Site Manager’s Safety Training Scheme) * Experience in the delivery of the Principal Contractor’s obligations under the CDM Regulations 2015 and/or role of the Supervisor under the NEC * Experience in the successful delivery of highway renewals and improvement schemes including restricted site availability (e.g. night time working) * Experience of delivering construction projects to tight time and budget constraints * Experience of managing the concurrent delivery of a number of schemes (individual scheme value up to approx. £5m) * Good working knowledge of construction programming and risk management * Demonstrable team leadership and management skills * Commitment, adaptability, and a positive, collaborative approach Desirable: Degree or HND in Civil Engineering or equivalent Progression towards Chartered status CSCS (Contracts Manager) Card Experience working for a major contractor at Senior Agent level or above Fire Safety Co-ordinator/Marshal Certificate Knowledge of the Manual of Contract Documents for Highway Works (MCHW) Understanding of the Design Manual for Roads and Bridges (DMRB)
