An excellent opportunity has arisen for an experienced Estimator to support a major highways maintenance contract in Oxfordshire. This role sits within a well-established commercial team delivering essential highway maintenance and improvement works for a local authority client. It is a fast-paced position, suited to a commercially astute professional with strong highways and NEC contract experience.

The Role

  • Provide estimating and commercial support to the pre-construction and commercial team, with a specific focus on the development of Star Rates not included within the existing Schedule of Rates.

Key Responsibilities

  • Develop, price and prepare approximately 400 Star Rates for review and submission.
  • Support the commercial team in the identification and development of Star Rates.
  • Liaise with internal commercial and operational teams to gather technical and cost information.
  • Engage with and negotiate rates with subcontractors and suppliers.
  • Ensure all submissions comply with contractual, procedural and governance requirements.
  • Maintain compliance with internal commercial standards and processes.

Skills & Experience

  • Degree in Quantity Surveying or a related construction discipline.
  • Strong commercial experience within highways maintenance or civil engineering.
  • Previous experience as an Estimator, Quantity Surveyor or Senior Quantity Surveyor.
  • Good working knowledge of NEC3 / NEC4 contracts.
  • Experience using Highways Method of Measurement (HMM) and Schedules of Rates.
  • Strong negotiation, communication and organisational skills.
  • Proficiency in Microsoft Excel and Microsoft Office.
