Our client, based in Teesside, is seeking a high calibre Project Delivery Manager to take ownership of the end-to-end delivery of large CAPEX, business-critical projects. Reporting into the Chief Operating Officer your responsibilities will include the following:
Job Purpose:
- Shape and oversee the delivery of the Project Management Office (PMO).
- Champion PMO practices and onboard stakeholders to embed them in key programmes.
- Continuously improve the provision and accuracy of data for improved business decision making.
- Lead the project delivery team consisting of project managers, project engineers and construction supervisors in their delivery of projects at all stages of the project lifecycle.
- Ensure the safe, effective, and efficient delivery of project works, in time, to specification and within budget.
- Manage the CAPEX project portfolio within budget, reviewing data from finance and PMs and reporting monthly on project budgets, actuals, forecasts and schedules.
- Lead the budget building programme for both the in-depth following year and ten-year plan.
Key Accountabilities:
COMPLIANCE
- Develop and review policies, procedures, standards and performance measurement frameworks to ensure compliance with legislation and best practice.
- Build strong credible working relationships with all internal stakeholders as well as with external stakeholders including HSE, EA and planning authorities.
- Ensure engineering project investment decisions are always in the best interest of the company and ensure activities completed are fully compliant with company policies, procedures, and legal requirements, particularly safety and ensuring safe systems of work.
- Responsible for ensuring systems and equipment are safe, reliable, robust and conform with company and Regulatory policy whilst assets are under the project's control.
PROJECTS
- Analyse financial data such as project budgets, purchase orders, actuals and accruals to recognise risks and escalate them to the management team for quick resolution.
- Work closely with the Finance team to ensure alignment with reported CAPEX actuals and annual forecasts.
- Deliver the CAPEX portfolio, ensuring projects are prioritised and risk weighted.
- Assist with the preparation and review of scopes of work at Feasibility, FEED, Detailed Design and Execution stages for project work.
- Constantly search out ways of improving the delivery of engineering projects in pursuit of excellence and efficiency savings, by reviewing activities completed and lessons learned.
- Conduct audits on systems, contractors, equipment and maintenance strategies to ensure compliance with internal standards and maintain audit readiness.
- Ensure contractor resources are available to achieve the project plans, ensuring frameworks are up to date for the year ahead.
- Prepare a monthly report on project status/performance against plan.
- Ensure clear lines of communication between projects, maintenance and operations are maintained, ensuring work scope is agreed and preparations made in advance of project works.
- Review project cost forecasts and schedules with project managers to ensure they are accurate and up to date.
PEOPLE
- Review project management/supervision resourcing requirements based on the needs of the CAPEX portfolio.
- Lead the Project delivery team as they execute CAPEX projects, setting the right example of behaviours expected from company values.
- Manage engineering projects as required by the business including; the production of design calculations, drawings, specifications, programmes and budgets, procurement, installation and commissioning.
- Available on mobile to provide engineering advice 24/7.
- Attend site out of hours, if available, for critical project activities.
Budget Responsibilities
- Responsible for developing the ten year / annual CAPEX plan with input from Engineering SMEs, Engineering/Maintenance and other departments.
- Ensure that no project exceeds its approved budget, and the M&R CAPEX portfolio does not exceed in year approved budgets.
- Manage the proper engineering financial governance around projects, identifying when Business Cases are required for issue and review.
- Ensure project approved budget limits are updated in line with Investment Submissions approvals and are communicated.
- Ensure activities are in accordance with procurement and accounting procedure.
Skills, Qualifications & Experience:
- A relevant engineering degree or similar.
- External accreditation with a recognised Project management methodology (PMP/ Prince 2).
- Project management experience within the oil & gas industry or similarly regulated environment during design, procurement, construction, and commissioning/handover phases.
- Management of large CAPEX budgets across multiple projects.
- Experience within process, chemical or petrochemical and COMAH sites.
