- Must be retired from the military with a minimum of 20 years of service
- Commissioned officers are required to possess a Bachelor's degree
- Non-commissioned officers are encouraged to have or obtain a Bachelor's degree
- Must be certified by the U.S. Army Cadet Command and not retired more than five years from the initial date of employment
