We are seeking a Safety Risk & Intelligence Manager to lead a critical function at the heart of our safety strategy. This is a strategic leadership role, responsible for identifying, interpreting and managing current and emerging safety risks across the organisation. You will transform complex data, operational insight and external intelligence into clear, actionable strategies that improve safety outcomes and strengthen executive decision‑making. Leading a small specialist team, you will integrate safety data, organisational learning and predictive insight, ensuring intelligence is embedded across operations, assurance activity and the Safety Management System.
What You’ll Do
- Lead the Safety Risk & Intelligence function, setting direction, standards and priorities
- Develop a forward‑looking framework for identifying and managing current and emerging safety risks
- Translate data, trends and industry intelligence into actionable insights for senior leadership
- Act as the organisational lead for safety learning and restorative just culture activity
- Shape programmes relating to fatigue, wellbeing and human performance in partnership with HR
- Provide technical leadership for safety analytics and intelligence capability
- Integrate safety intelligence into HSQE assurance and governance frameworks
- Lead horizon scanning and external intelligence gathering across industry and regulators
- Oversee delivery of executive dashboards, risk modelling and predictive analysis
- Ensure safety insight is embedded within the Safety Management System (SMS)
- Represent the organisation with regulators, clients and industry bodies
What You’ll Need
- Degree‑level education or equivalent experience in safety, risk, engineering, human factors or analytics
- NEBOSH Diploma (or working towards) or equivalent experience
- Membership of IOSH / IIRSM (or working towards)
- Strong background in safety risk, operational safety or HSQE leadership (ideally within rail)
- Experience leading organisational change within a just culture environment
- Strong understanding of ROGS, ORR expectations and Safety Management Systems
- Experience working with data, analytics and performance insight
- Excellent stakeholder engagement and influencing skills
- Ability to translate complex data into clear, strategic insight
- Experience with Safety‑II, Human & Organisational Performance (HOP), or Restorative Just Culture
- Experience shaping wellbeing or human performance programmes
- Strong analytical and innovation mindset
