Kenvue is currently recruiting for a Regulatory Affairs Manager - Horizontal Regulations. This position can be based at Issy-les-Moulineaux, France or Reading, United Kingdom. This position reports to the EMEA Regulatory Science & Advocacy Director.

As Regulatory Affairs Manager - Horizontal Regulations, you will be part of the EMEA Regulatory Science & Advocacy team. You will lead regulatory intelligence and policy strategy across horizontal sustainability and chemicals frameworks, shape regional positions, and drive external advocacy. You play a key role in anticipating regulatory transformation driven by the EU Green Deal and broader sustainability agenda and translate this into actionable insights to support business strategy, risk management, and long-term competitiveness.

Key Responsibilities
  • Regulatory Intelligence & Foresight: Lead monitoring and interpretation of EU/EMEA horizontal regulations, including EU Green Deal initiatives, Chemicals Strategy for Sustainability, REACH and CLP revisions, circular economy, eco-design, packaging, waste legislation, and emerging substances of concern. Anticipate regulatory trends and identify risks and opportunities impacting materials, formulations, supply chains, operations, and environmental footprint. Translate complex regulatory developments into clear, actionable insights for senior stakeholders across functions. Provide forward-looking analyses to support strategic planning and business readiness.
  • Regulatory Policy Strategy & Development: Build regional positions on evolving horizontal sustainability and chemicals regulations and provide recommendations to company-wide policies. Coordinate internal input to public consultations, calls for data, and legislative initiatives. Anticipate future regulatory shifts impacting products portfolio. Integrate EMEA perspectives into global policy platforms and feed technical workstreams.
  • External Advocacy & Representation: Participate in trade associations, technical committees, and expert forums. Build constructive relationships with regulatory authorities, scientific committees, and institutional stakeholders. Promote science-based and pragmatic regulatory approaches.
  • Internal Leadership & Alignment: Serve as a key reference for R&D, Safety, Product Resiliency, Quality, Legal, Sustainability, Commercial, and Corporate Affairs. Communicate complex regulatory changes clearly and pragmatically. Provide robust impact assessments and recommendations to support decision makers. Strengthen organizational readiness for future requirements and compliance obligations.
Qualifications
  • Relevant bachelor’s degree or higher in Environmental Science, Chemistry, Regulatory Affairs, Public Policy or related fields.
  • Strong knowledge of EU sustainability and chemicals legislation (REACH, CLP, circularity frameworks, packaging rules, environmental reporting).
  • Minimum 10 years of experience in regulatory affairs, public policy and relevant technical forums.
  • Proven ability to interpret scientific and regulatory information for diverse stakeholders.
  • Strong external engagement and ability to influence within associations or expert groups.
  • Excellent analytical, communication, and cross-functional leadership skills.
  • Fluency in English.
