Overview
As a Preconstruction Manager you will lead the preconstruction and tender process for major civil engineering projects in the Midlands. You will coordinate multi-disciplinary teams across estimating, design, planning and procurement to develop competitive, technically sound bids. Your work shapes delivery strategies, buildability and risk mitigation, enabling successful contract awards. This senior role offers influence over major infrastructure programmes and close collaboration with clients and supply-chain partners.

Responsibilities
- Manage the preconstruction and tender process from enquiry to submission
- Lead multidisciplinary tender teams across estimating, commercial, design, planning, procurement and operations
- Develop competitive tender strategies and assess buildability, logistics and construction methodologies
- Review tender documentation, specifications and project requirements; provide technical input
- Coordinate with design teams on buildability and value engineering; develop technical submissions
- Support programme development and delivery strategies; identify risks
- Coordinate subcontractor and supply-chain engagement; work with estimating and commercial teams to build robust bids
- Prepare and review technical submissions and tender deliverables; lead tender adjudications
- Ensure smooth handover from preconstruction into delivery team after award
- Develop relationships with clients, consultants and supply-chain partners
Key requirements
- Strong technical knowledge of civil engineering/infrastructure
- Proven experience in preconstruction/tender management roles
- Experience with main contractors
- Ability to manage tenders from enquiry to contract award
- Understanding of construction methodologies, buildability and temporary works
- Experience interpreting drawings and tender documentation
- Experience developing technical proposals and bid strategies
- Strong commercial awareness and stakeholder management
- Experience coordinating multidisciplinary bid teams; able to manage multiple tenders
- Nice-to-have: NEC contracts experience; relevant civil engineering/construction qualification
