Basic Function:

Accomplishes departmental missions and goals through performance of administrative functions and supervision of Police Sergeants, Police Officers, and other classified staff on an assigned shift or in a specialty police unit (e.g., investigations, staff services); initiates or assists supervisor in policy-making, implementation, and evaluation; plans, implements, instructs, and evaluates in-service training program; conducts police work and assists Police Sergeants and Police Officers with these duties. Reports to Associate Director of Public Safety, or Director of Public Safety.

Duties/essential functions may include, but not be limited to, the following:

Supervises all police officers and investigators within an identifiable work unit.

Assigns work to officers and monitor that work.

Interviews job applicants, schedules employees, conducts performance evaluations of employees, and recommends and initiates formal personnel actions (e.g., hiring, termination, promotion, discipline, layoff/recall).

Communicates and enforces policies and procedures as addressing employee concerns and complaints.

Reviews all criminal reports and assigns those requiring follow-up investigation.

Supervises and participates in crime scene processing, investigation of serious crimes, and University internal and administrative noncriminal investigations.

Plans, implements, instructs, and evaluates in-service training programs to ensure that new Police Officers are trained accurately and objectively while revising program when necessary.

Supervises and coordinates dignitary protection detail and other plain-clothed security details.

Shares on-call responsibility, on a rotation basis, with other investigators.

Supervises and participates in crime scene processing and investigation of serious crimes.

Conducts University internal and administrative noncriminal investigations.

Maintains liaison with federal, state, and local law-enforcement agencies.

Initiates or assists supervisor in policy/development, implementation and evaluation.

Maintains files (e.g., criminal intelligence, informant, confidential, and drug intelligence).

Works on special projects as assigned.

Coordinates interdepartmental activities between shifts and police sections.

Performs or assists Police Sergeants and Police Officers with law enforcement duties (e.g., enforce state laws and University and departmental rules and regulations, patrols University property on foot or in vehicle, provide emergency and nonemergency services, conduct investigations, write reports, perform crime-prevention activities, control and direct traffic, etc.).

Takes inventory of firearms, equipment, and supplies; inspects and maintains firearms.

Participates in staff meetings.

Performs related duties as required.

Minimum Qualifications:

Required Education and Experience: Ohio Peace Officer training certificate plus Bachelor’s degree in Criminal Justice Studies, Law Enforcement, or other job-related field (e.g., political science, psychology, government, sociology, etc.) or equivalent training or experience which provides comparable knowledge, skills, and abilities. A minimum of one-year experience as a Police Sergeant or four years as a Police Officer in Kent State University Police Department.

License/Certification:

Must possess valid Ohio driver’s license with safe driving record. PR-24 certification.Must successfully complete a one-year probationary period.Certification to access information from law-enforcement database.Additional certifications may be required.

Knowledge Of:

Criminal and civil laws, University and departmental rules and regulations, University law enforcement, first aid and emergency care, and safety practices
Investigative techniques and department information management systems
Legal requirements and constraints
Location of campus property and facilities

Skill In:

Interpersonal communication to effectively interact with University personnel and public in person and over the telephone (e.g., to provide assistance to public, department heads, and building curators, to transmit work directives, to cooperate with other law-enforcement agencies)
Use and maintenance of firearms, use of baton, operation of motor vehicles and other equipment, defensive driving, and self-defense
Recognizing threatening or unusual conditions and taking appropriate action
Written communication (e.g., to compose clear, concise and complete reports, instructions, and specification) and the deal with complex issues/cases

Ability To:

Working Conditions / Physical Requirements:

Exposed to law-enforcement hazards (e.g., gunfire, driving at high speeds, etc.) and variable weather conditions; occasionally requires extended periods of walking, standing, or physical exertion (e.g., running); may work varied hours and shifts to include nights, weekends, and holidays; may be called to work in exigent and emergency situations; requires on- and off-campus travel.
