As Bus Grant Programme Manager you will work within the Public Transport Department's Policy and Strategy team, leading on the delivery of a high‑profile, high‑value and wide‑ranging initiative programme linked to Kent's Bus Service Improvement Plan (BSIP). Your role will involve directing and supporting a team of project leads to deliver initiatives across a range of areas aimed at supporting Kent's bus offer, including fares and ticketing, bus stop infrastructure, bus priority, network development and accessibility. You will have direct input into the management of external grant funding of approximately £25 m per annum, lead on reporting requirements and play a key role in overseeing the programme to ensure effective, timely and cost‑effective implementation aligned with strategic priorities and grant conditions.

Responsibilities

  • Lead a high‑profile programme linked to the BSIP, ensuring delivery of initiatives across fare and ticketing, infrastructure, priority and network development.
  • Manage a team of project leads, providing direction, support and supervision.
  • Oversee grant funding management, reporting and compliance with grant conditions.
  • Coordinate with stakeholders, external partners and internal teams to achieve programme objectives within budget and timelines.
  • Prepare and deliver clear, concise reports for senior management and funding bodies.
  • Champion continuous improvement, ensuring projects are delivered with high quality and value for money.

Qualifications and Experience

  • Proven experience in project or programme management within a public or transport environment.
  • Demonstrated ability to work with stakeholders, manage budgets and supervise teams.
  • Strong written and verbal communication skills, with proficiency in report writing.
  • Ability to navigate tight and conflicting deadlines and work independently.
  • Experience with grant funding management is highly desirable.
  • Positive attitude toward delivering high‑quality services to the people of Kent, with an interest in the role of transport within community development.

Working Conditions

The role is based in Aylesford and works a 37‑hour week, typically between 08:00 and 17:00. Flexible working arrangements, including home and office based work, are available.
