Keenan Rec to Rec is delighted to partner with a global healthcare organisation to appoint a Zonal Head – Ireland. This is a unique opportunity to lead the launch and growth of a healthcare recruitment operation across Ireland, supporting the increasing demand for skilled healthcare professionals. Backed by an internationally recognised healthcare group with a strong global footprint in hospital services, medical education and workforce development, this role will play a key part in delivering workforce solutions across the Irish healthcare system.
The Role: As Zonal Head – Ireland, you will lead the establishment and expansion of the Irish recruitment operation, focusing on Nursing temp and Health & Social Care staffing. You will drive market entry, regulatory setup, operational delivery and commercial growth while building relationships with key healthcare clients including the Health Service Executive (HSE) and Health and Social Care Northern Ireland (HSCNI), alongside private healthcare providers.
Key Responsibilities:
- Business Setup & Compliance
- Establish the Irish operating entity and core infrastructure
- Manage regulatory registrations
- Ensure full compliance with Irish employment, tax and recruitment regulations
- Develop and maintain compliance, risk and governance documentation
- Frameworks & Market Entry
- Lead applications and onboarding for key frameworks including Nursing & Midwifery Locum Framework and Health & Social Care Locum Framework
- Manage submission processes, compliance and mobilisation
- Act as the main contact for framework-related activities in Ireland
- Operations & Systems
- Implement recruitment systems including CRM, locum booking platforms and telephony systems
- Develop candidate registration, onboarding and employment processes
- Support office setup and operational infrastructure
- Commercial Growth
- Deliver a targeted business development strategy
- Build strong relationships with HSE, HSCNI and private healthcare providers
- Register new clients and drive sustainable revenue growth
- Manage forecasting and sales performance
- Leadership
- Recruit, onboard and manage the Irish team as the business scales
- Work closely with international shared-service teams
- Maintain high standards of compliance, performance and service delivery
Essential Skills:
- 5 years’ experience in healthcare recruitment or workforce resourcing
- Strong business development and sales experience within healthcare staffing
- Experience working with HSE, HSCNI or similar healthcare frameworks
- Proven ability to grow healthcare recruitment business significantly
- Strong understanding of healthcare roles including nurses, doctors, homecare assistants, radiographers, sonographers and allied health professionals
- Ability to build strong relationships with key decision makers and stakeholders
- Strong organisational and project management skills
- Excellent communication, negotiation and influencing abilities
- Proficiency in Excel, Word and PowerPoint
- Experience using CRM or recruitment management systems
Qualifications & Experience:
- Bachelor’s degree in business, science, economics or a related field (or equivalent)
- Minimum 5 years’ professional experience, including at least 3 years within healthcare recruitment or workforce resourcing
- Proven experience managing or delivering significant business development activity over multiple annual cycles
