KBS Maritime is looking for an exceptional and strategic Master Planning Manager to lead the long‑term development and optimisation of one of the most strategically significant estates in the UK — His Majesty’s Naval Base Portsmouth. This is a unique opportunity to influence major infrastructure decisions, modernise a historic and operationally vital site, and help deliver the next generation of Naval capability.
About the role
As Masterplanning Manager, you’ll play a key role in shaping the entire estate strategy for HMNB Portsmouth. You will:
- Lead the development and continual evolution of the Base Masterplan, setting the direction for future infrastructure investment.
- Translate MOD operational needs and long‑term capability requirements into actionable, data‑driven estate proposals.
- Optimise land use and spatial planning to ensure the base remains fit for purpose in a rapidly changing defence environment.
- Work closely with the MOD, Royal Navy, DIO, local authorities, and technical partners to build trusted relationships and present compelling strategic plans.
- Integrate sustainability, resilience, and lifecycle asset management into all planning decisions.
- Oversee asset databases, BIM systems, GIS tools and digital planning platforms to strengthen data quality and support informed decision‑making.
About you
You’ll be a driven professional with experience across estate masterplanning, infrastructure strategy, asset management, or town planning — and ideally chartered or progressing toward it (RICS, RTPI, CIOB, ICE, CIBSE, IMechE, IET). You’ll have:
- Work strategically, operationally and tactically across the built‑environment lifecycle.
- Deliver robust, data‑led proposals using tools such as GIS, AutoCAD, BIM, and asset management systems.
- Understand modern construction methods and balance the challenges of new and legacy infrastructure.
- Navigate governance proportionately and confidently within a fast‑paced, high‑security environment.
- Inspire collaboration across diverse stakeholders and communicate complex ideas clearly.
- Drive innovation through solutions, including IoT, telemetry, and modern analytics.
- Health and Safety training (IOSH, SMSTS, CSCS or equivalent).
- Eligibility for security clearance will also be essential.
