OVERVIEW
The Programme and Project Partners (PPP) model was mobilised in 2019 with the purpose of transforming major project delivery at the Sellafield nuclear site. The partnership brings together KBR, Amentum, Morgan Sindall Infrastructure, Altrad and Sellafield Ltd to deliver a 20-year pipeline of major infrastructure projects to support the decommissioning of Sellafield and to create a clean and safe environment for future generations. In delivering its pipeline of large-scale infrastructure projects, PPP is creating opportunities for its people, supply chain, economy and communities.
KBR’s rapidly growing nuclear team of teams is working at the forefront of the UK’s nuclear space on some of the most exciting new-build, defence and decommissioning programmes. The Environment & Sustainability Lead is the senior environmental and sustainability authority within PPP, responsible for integrating environmental protection, compliance, and environmental sustainability performance across all partners and projects. This role ensures that environmental requirements are embedded into engineering design, construction delivery, risk management, commercial frameworks, and site operations. The Lead will champion the environmental agenda, develop forward-looking strategies, and ensure PPP aligns with nuclear regulations, environmental legislation, and stringent PPP and Sellafield standards.
The role will focus on implementing Sustainability in Projects and supply chains and sharing enhanced Nuclear Decommissioning Authority (NDA) and SL’s sustainability ambitions into PPP. Ensuring that all PPP Sustainability activities are aligned with wider activities and interventions – including those of Sellafield Ltd, the NDA and PPP Companies. Monitoring, and ensuring PPP adoption of UK Government requirements and guidance on Sustainability for PPP and Sellafield.
Core Responsibilities and Duties
- Environmental Leadership Responsibilities:
- Act as the Environmental Integrator across the PPP ecosystem, ensuring all partners operate under a unified environmental vision and consistent environmental controls.
- Lead the development, delivery, and continual improvement of the PPP Environmental Strategy, ensuring alignment with regulatory milestones, Sellafield environmental commitments, and national policy.
- Provide authoritative environmental guidance on land quality, waste management, ecological protection, pollution prevention, water and air quality, and habitat management.
- Ensure environmental risk is effectively identified, assessed, mitigated, and communicated across all stages of project delivery.
- Own and enhance environmental management systems including the “PPP Way” for Environment and Sustainability.
- Support the client engagements with regulators, including the Environment Agency, ONR (where relevant), and local stakeholders, ensuring transparency, compliance, and proactive management of emerging environmental issues.
- Drive the PPP contribution toward the environmental permitting process, ensuring submissions are technically robust, timely, and aligned with wider project and program timelines prior to issue to the client Environment teams.
- Operational Environmental Responsibilities:
- Directly support, develop and quality-assure environmental deliverables across major projects at various life cycle stages, e.g. Environmental Impact Assessments (EIAs), environmental design guidance, and construction environmental management plans (CEMPs).
- Identify & implement holistic BAT decisions to be embedded across Project & Programmes. Where required, provide support to local BAT arrangements. Ensure pollution prevention controls, application of the Waste Management Hierarchy, ecological mitigation, and site environmental protection measures are robust, effective, and consistently applied.
- Drive high standards of site environmental performance, proactively identifying risks, trends, and improvement opportunities.
- Ensure environmental incidents, near misses, and non-conformances are effectively investigated, reported, and used to drive meaningful corrective action.
- Sustainability Leadership Responsibilities:
- Overseeing the implementation and future development of PPP’s Sustainability Action Plan and Net Carbon Zero Roadmap.
- Integrate sustainability principles into every stage of PPP project delivery, from optioneering and concept design through to commissioning.
- Provide strategic direction on achieving net-zero objectives, carbon reduction, whole-life carbon accounting, circular economy principles, and material efficiency.
- Ensure sustainability metrics including carbon, biodiversity, waste reduction, social value, and resource efficiency are embedded into reporting and programme governance.
- Support lifecycle carbon assessments (LCA), climate resilience planning, carbon literacy initiatives, and implementation of PAS 2080.
- Liaison with the Head of Social Impact for PPP to agree and implement Sustainability activities (outputs/outcomes).
- Develop and maintain good working relationships with other workstream leads teams and PPP supply chain to deliver the requirements of PPP’s Sustainability Framework and business case benefits.
- Provide progress reports of performance against the workstream as required.
- Collaboration, Culture & Capability:
- Set the tone, to build and create a collaborative and proactive work Environment with our client.
- Build strong relationships across contractors, functional teams, engineering disciplines, and senior leadership to embed a mature environmental culture.
- Lead environmental and sustainability capability development across PPP, ensuring training, competence, and culture reflect a high-performing environmental organisation.
- Act as a respected advisor and influencer, supporting the programme to deliver better environmental outcomes.
- Monitoring, Reporting & Assurance:
- Develop and manage environmental performance metrics and dashboards, ensuring clarity, accuracy, and meaningful insight into leadership.
- Ensure there is a framework of proportionate assurance at all levels of the Environment capability, which compliments the client and Project approach.
- Track and report progress against environmental targets, ensuring data integrity and alignment with ESG and client reporting.
- Use trend analysis to drive continuous improvement in environmental performance across the programme.
Experience, Skills and Knowledge:
- Experience delivering environmental leadership in nuclear, infrastructure, or other highly regulated environments.
- Good understanding of environmental legislation and requirements, environmental management systems, procedures and best practice in relation to environmental management as well as working knowledge of the construction and nuclear industries.
- Proven leadership experience managing teams and influencing stakeholders and senior leaders.
- Strong capability in environmental risk management, technical assurance, and incident investigation.
Desirable Qualifications:
- Degree (or equivalent experience) in Environmental Management.
- Experience of working with regulatory agencies and external stakeholders preferable.
- Chartered with a relevant professional body (e.g. ISEP, CIWEM) or actively working towards.
- Working knowledge of ISO14001 and PAS2080 standards and net zero methodologies.
- Commercial awareness and ability to embed sustainability into project delivery.
- A passion to drive improvements to environmental and sustainability throughout the programme.
