The Planning and Consenting Manager will be responsible for leading and managing all day-to-day aspects of planning and consenting for the Programme, covering both terrestrial and marine environments. The role will ensure the timely preparation, submission, and determination of all necessary planning applications, marine licences, consents, and exemptions required for programme delivery. You will work collaboratively with client-side teams, technical services, and design and construction partners to ensure that all planning and consenting activities are strategically coordinated, compliant with relevant legislation, and aligned with programme objectives. This includes providing expert advice on town planning, marine licensing, and environmental permitting requirements to ensure full regulatory compliance and schedule efficiency.

What Do We Need

  • Proven experience managing complex planning and consenting processes for major or nationally significant infrastructure programmes, ideally within regulated or defence environments.
  • Strong understanding of the UK planning system, marine licensing regimes, and environmental permitting processes (including SEPA requirements).
  • Demonstrated ability to prepare and manage EIA screening and scoping, planning applications, and marine licence applications.
  • Experience advising on town planning, marine consents, and environmental permitting at both strategic and programme levels.
  • Excellent stakeholder management and consultation skills, with experience liaising with statutory bodies, regulators, and local authorities.
  • Strong project management skills, with experience maintaining and reporting on risk registers and programme milestones.

Qualifications

  • Degree in Town Planning, Environmental Management, Marine Planning, Environmental Science, or a related discipline.
  • Chartered Membership of a relevant professional body (e.g., RTPI, IEMA, or equivalent).

Location

The role is Hybrid where 3 days per week will be spent in the office in Glasgow City Centre.

SC Clearance. Due to the secure nature of this project, restrictions in relation to UK residency and nationality will apply.
