Responsibilities
- Coordinate data collection and synthesize and analyse quantitative data from the field.
- Update and add to the M&E field guide as necessary.
- Conduct data collection for needs assessment, baseline survey, project review, end-line survey, and impact assessment of relevant projects as per need and requirement.
- Perform spot checks on food and NFI distributions and produce progress monitoring reports.
- Conduct PDM of all projects in the target area and participate in monitoring and verification of the project rights holders.
- Assist the field Country office designated project MEAL Officer and MEAL coordinator in creating reports based on quantitative M&E data gathered regarding specific project interventions.
- Travel regularly to all program sites in targeted provinces to conduct spot monitoring.
- Ensure that the M&E database is up to date with all relevant attachments.
- Manage the IRA M&E database, compile monthly results reporting, analyse raw data, and oversee data quality checking.
- Implement the project M&E plan and design related monitoring tools.
- Perform other tasks as assigned by the supervisor of HOD.
Reporting and Administration
- Ensure that monitoring and information management tools are up to date and contain all relevant information.
- Ensure that technical specialists are monitoring and disseminating project data collected by field staff in a timely manner.
- Assist in facilitating monitoring and dissemination of project data collected by field staff in a timely manner.
- Coordinate partner data collection and consolidation.
Liaison and Advisory
- In coordination with the Project Manager, liaise with technical specialists and all official bodies involved in the implementation of the project.
- Maintain excellent working relations with partners and other contractors.
- Assist in ensuring project activities are following government rules and regulations.
- Perform any other tasks as required.
Qualifications
- Education: Bachelor's in economics, Statistics, BBA or relevant section.
- Minimum 2 years of experience in the field of MEAL (Monitoring, Evaluation, Accountability and Learning).
- Good interpersonal skills.
- Proficiency in Pashto, Dari, and English.
- Ability to work within and meet donor deadlines and reporting requirements (e.g., quarterly, semi-annual, and annual).
