Kahtnuht’ana Development Corporation (KDC), the Section 17 Tribal Development Corporation of the Kenaitze Indian Tribe, is seeking an experienced Contracts Manager to oversee all aspects of federal, state, tribal, commercial, and subcontract administration across KDC and its portfolio of Kahtnu subsidiaries.

The Contracts Manager will provide leadership and expertise in U.S. Government contracting, ensuring compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), SBA regulations, tribal contracting requirements, and company policies. This position plays a critical role in supporting KDC’s growth within the Department of Defense (DoD), federal civilian, tribal healthcare, and commercial markets.

The ideal candidate will possess extensive DoD contracting experience and demonstrate the ability to manage contracts throughout the full lifecycle, from proposal development through contract closeout. Experience supporting Indian Health Service (IHS), tribal healthcare organizations, or healthcare-related government contracts is highly desirable.

Key Responsibilities
  • Contract Administration & Management
    • Manage the full lifecycle of prime contracts, subcontracts, task orders, purchase orders, teaming agreements, and non-disclosure agreements.
    • Review solicitations, RFPs, RFQs, contract modifications, and contract awards for compliance and risk.
    • Maintain contract files, records, and documentation in accordance with company and regulatory requirements.
    • Track contract deliverables, reporting requirements, periods of performance, option years, and contract milestones.
    • Support contract closeout activities and records retention requirements.
  • Government Contract Compliance
    • Ensure compliance with FAR, DFARS, SBA regulations, agency supplements, and applicable contract clauses.
    • Advise management on contractual obligations, risks, and compliance requirements.
    • Support implementation and maintenance of corporate compliance programs related to government contracting.
    • Coordinate with legal counsel and executive management regarding contractual issues and disputes.
    • Monitor regulatory changes impacting company operations and contracts.
  • Proposal & Capture Support
    • Participate in proposal reviews, pricing reviews, and contract negotiations.
    • Review solicitation requirements and identify contractual risks and compliance considerations.
    • Support capture managers and business development personnel during opportunity pursuit and proposal development.
    • Assist in development and negotiation of teaming agreements, joint venture agreements, NDAs, and subcontract agreements.
  • Subcontract Management
    • Develop, negotiate, and administer subcontract agreements.
    • Manage subcontractor compliance and performance requirements.
    • Coordinate flow-down requirements and contractual obligations to subcontractors.
    • Review subcontractor proposals and contract modifications.
    • Maintain subcontractor documentation and compliance records.
  • Risk Management & Negotiations
    • Identify contractual, financial, operational, and compliance risks.
    • Lead contract negotiations with government agencies, prime contractors, and commercial customers.
    • Develop mitigation strategies for contractual risks.
    • Resolve contract disputes and performance issues in coordination with leadership and legal counsel.
  • Cross-Functional Collaboration
    • Work closely with Program Managers, Finance, Human Resources, Security, Operations, and Business Development teams.
    • Support program execution by providing contractual guidance and interpretation.
    • Participate in Integrated Project Team (IPT) meetings as required.
    • Provide contract-related training and guidance to company personnel.
  • Tribal Healthcare & Indian Health Service Support
    • Support contracts involving Indian Health Service (IHS), Tribal Health Organizations, Tribal Self-Governance Programs, and healthcare service delivery.
    • Assist with compliance requirements associated with healthcare-related federal contracts.
    • Coordinate contractual support for healthcare information technology, medical staffing, medical support services, EHR/EMR solutions, and revenue cycle management programs.
  • Operational & Organizational Oversight
    • Support development and implementation of scalable contracting policies, procedures, and workflows.
    • Maintain contract management systems and reporting tools.
    • Assist executive leadership with strategic planning and growth initiatives.
    • Foster a culture of compliance, accountability, and continuous improvement.
  • Security & Compliance
    • Maintain eligibility for and successfully hold a Secret security clearance; Top Secret eligibility preferred.
    • Ensure compliance with all applicable federal, state, tribal, and company requirements.
    • Support audits, reviews, and assessments related to contracts and compliance.
    • Protect proprietary, sensitive, and controlled information in accordance with company policies.
Required Qualifications
  • Bachelor's degree in Business, Contract Management, Law, Finance, Public Administration, or related field (equivalent experience may be considered).
  • Minimum of 7 years of progressive contract administration experience.
  • Minimum of 5 years supporting U.S. Government contracts, preferably within the Department of Defense.
  • Demonstrated knowledge of FAR, DFARS, SBA regulations, and federal procurement processes.
  • Experience negotiating and administering prime contracts and subcontracts.
  • Strong analytical, organizational, and communication skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Proficiency with Microsoft Office Suite and contract management systems.
  • Eligibility to obtain and maintain a Secret security clearance.
Preferred Qualifications
  • Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), or equivalent certification.
  • Experience supporting Department of Defense (DoD), Department of Homeland Security (DHS), Department of Veterans Affairs (VA), or other federal agencies.
  • Experience supporting Indian Health Service (IHS), Tribal Health Organizations, or Tribal Self-Governance Programs.
  • Experience with healthcare services contracts, EHR implementations, revenue cycle management, or medical support services.
  • Experience supporting tribal enterprises, Alaska Native Corporations (ANCs), or Native American organizations.
  • Familiarity with SBA 8(a), HUBZone, SDVOSB, and Tribal contracting programs.
Physical Requirements
  • Lifting and Carrying: Ability to lift and transport objects up to 25 pounds occasionally.
  • Standing and Walking: Position may require prolonged periods of standing or walking.
  • Bending and Stooping: Ability to bend, stoop, and crouch as needed.
  • Reaching and Pushing/Pulling: Ability to reach for items and move office equipment as necessary.
  • Sitting: Ability to sit for extended periods while performing administrative and computer-based work.
