THE TEAM You’ll be joining the Pre-Construction team at JSM Group, where we specialise in planning and designing cable routes, customer connections, and feasibility studies for major utility clients. Our team is passionate about safety, technical excellence, and innovative thinking. As part of this collaborative team, you’ll play a vital role in supporting bid preparation, survey delivery, and the operational aspects of pre-construction works across the UK.
SCOPE OF ROLE As a Pre-Construction Supervisor, you will support the planning, design, and feasibility stages of power and utility projects. Working closely with Estimators, Surveyors, and Project Managers, you will ensure surveys and feasibility studies are delivered safely, on time, and within budget. You will play an active role in the tendering process, providing operational and technical input to bids, while building and maintaining strong relationships with clients, authorities, and supply chain partners.
HOW YOU'LL SUCCEED
- Assist in the delivery of multiple feasibility studies and surveys, managing resources to ensure work is incident-free, compliant, and within budget.
- Support the pre-construction/bid team at the tender stage by providing route surveys, paving schedules, and tender programmes.
- Prepare Job Packs from site surveys for private wayleave documentation and Cable Pack designs, including Straight Line Diagrams and Public Infrastructure Access Documentation.
- Create and maintain a register of Special Engineering Difficulties (SEDs) and liaise with the relevant authorities to agree working methods and procedures.
- Support the preparation of the Scope of Works, Method Statements, and Risk Assessments.
- Prepare, update, and input information into MS Project reports.
- Ensure all health, safety, quality, and environmental requirements are in place and actively monitored across all projects.
- Participate in the delivery of Site Safety Briefings, Toolbox Talks, and near-miss reporting, promoting a proactive safety culture.
- Promote and implement SQE (Safety, Quality, Environmental) policies and procedures at all times.
WHAT IT TAKES
- Technically competent in power or utility industry operations.
- Sound knowledge of NRSWA (New Roads and Street Works Act) and street works permitting on power and utilities networks.
- Experience with deep excavation and temporary works.
- Proficient in MS Word, MS Project, Excel, and Outlook to an intermediate level.
