SCOPE OF ROLE
The Head of Procurement leads the company’s procurement function, taking ownership of all civil and electrical materials sourcing across the project portfolio.
Reporting directly to the COO, you will provide day-to-day leadership of a small, established team, ensuring the function operates efficiently, commercially, and in full alignment with project delivery requirements.
You will be responsible for setting procurement standards, maintaining supplier and subcontractor frameworks, driving value for money, and ensuring the team delivers a reliable, responsive service to project managers and site teams.
You will also act as a key commercial interface between the procurement function, the HV Sourcing & Delivery Strategy Lead, and the wider business leadership, operating within a matrix structure that requires close, ongoing partnership between procurement execution and sourcing strategy.
HOW YOU'LL SUCCEED
Lead and develop a high-performing procurement team setting priorities and building commercial capability.
- Own the procurement strategy for civil and electrical materials, securing the right specification, cost, and delivery to keep projects on programme.
- Build senior-level supplier and subcontractor relationships, negotiating pricing and frameworks that deliver long-term value.
- Strengthen supply chain resilience by developing new supplier relationships and reducing single-source dependency.
- Turn market intelligence from the HV Sourcing & Delivery Strategy Lead into practical frameworks, call‑off agreements, and day‑to‑day buying activity.
- OTHER DUTIES
Oversee subcontract administration and commercial management, ensuring accuracy, compliance, and auditable documentation.
- Support subcontractor qualification, onboarding, and performance monitoring.
- Report procurement performance, spend, and category intelligence to the COO and leadership team.
- Ensure compliance with company policy and delegated authority levels, and keep the contract register up to date.
- Drive continuous improvement of procurement processes, tools, and systems.
- Support tendering, framework, or client‑facing procurement needs as they arise.
QUALIFICATIONS
- Proven experience in a senior procurement role within a civil engineering, utilities, infrastructure, or construction contracting environment.
- Strong category knowledge across civil materials (aggregates, piping, ducting) and electrical materials (cable, conduit, fixings, accessories).
- Experience leading or managing a procurement team, with a track record of developing people and driving team performance.
- Sound commercial acumen, able to negotiate effectively, manage supplier risk, and understand how procurement decisions affect project margin and programme.
- Familiarity with subcontract procurement and supply chain administration in a project‑based environment.
- Comfortable operating at a senior level, presenting to leadership, influencing decisions, and acting as a credible commercial voice within the business.
- Proficient in Microsoft Office; experience with procurement or ERP systems is expected at this level.
