The Head of Procurement is responsible for developing and managing a comprehensive, robust, and compliant procurement function for the organization. The role involves leading, developing, and implementing procurement strategies, ensuring effective contract management, and continuously evolving procurement policies and procedures. The role-holder will lead procurement transformation, ensuring compliance with governance provisions and aligning procurement processes with the organization’s Digital Transformation Strategy and sustainability objectives.

DUTIES AND RESPONSIBILITIES

  1. Develop and implement an organization-wide procurement strategy, ensuring alignment with corporate objectives.
  2. Lead contract management performance, including management, monitoring, and reporting of the Contract Register, ensuring procurement KPIs are met and driving improvements.
  3. Oversee the development of the procurement function, including tender management, procurement card management, and procurement support, guidance, and training.
  4. Implement procurement policies and procedures to ensure timely and compliant awarding of tenders and contracts.
  5. Manage and resolve supply issues escalated by business units, ensuring compliance with policies, guidelines, and legislation.
  6. Provide expertise and strategic input into sourcing strategies, supplier negotiations, and facilitate team development and performance management within procurement.
  7. Collaborate with senior managers to provide procurement support aligned with organizational and departmental objectives.
  8. Develop, implement, and oversee a Corporate Procurement Plan aligned with the Digital Transformation Strategy.
  9. Establish a Target Operating Model for procurement, ensuring reliable linkages between enablers, processes, and governance.
  10. Drive procurement efficiencies through digitization, energy management, and other initiatives.
  11. Align sustainable procurement approaches with climate strategies and action plans, including green procurement.
  12. Create and manage a procurement framework that incorporates sustainability and measures social, economic, and environmental impacts.
  13. Develop and maintain a monitoring system for supply chain issues and risks, with regular reporting.
  14. Support change management initiatives, including procurement-related training and effectiveness assessments.
  15. Ensure procurement governance through compliance, risk management, and reporting.
  16. Champion IT digitization initiatives within procurement.
  17. Develop and deliver procurement training programs to enhance organizational capability.
  18. Ensure compliance with procurement regulations via audits and best practices.
  19. Manage eTender processes, ensuring transparency and effectiveness.
  20. Oversee purchase order processes, ensuring accuracy and efficiency.
  21. Advise senior management on procurement matters for strategic decisions.
  22. Manage line responsibilities for the Senior Procurement Specialist and other procurement personnel, ensuring objectives and performance standards are met.
  23. Oversee the procurement helpdesk for internal stakeholder support.
  24. Manage the procurement budget as a Budget Holder.
