Role Responsibilities:
The role will involve the following duties:
- Predominantly office-based work with some shifts, including early starts and late finishes within a 36-hour standard week.
- Manage parking and traffic enforcement operations for the Council, including reviewing shift regimes, rotas, deployment, and operational arrangements, and advising on improvements and operational intelligence.
- Implement approved improvements.
- Review staff performance and training arrangements.
- Review MTC enforcement arrangements and compliance with regulations, including camera performance.
- Draft and seek approval for parking enforcement policies and deployment plans.
- Draft and seek approval for bodycam policies for CEOs.
- Drive service improvements as per the parking recovery plan.
Team Management:
Line manage the current operations team leader and supervisors (4 direct reports).
Experience and Qualifications:
- Operational management experience within parking enforcement and school crossing patrols.
- Deep knowledge of parking legislation and relevant codes of practice.
- Strong people-management skills, including dealing effectively with staff issues.
- Experience in budget management and expenditure responsibility.
- Preparation of enforcement and deployment plans, ensuring PCNs are upheld and cancellations minimized.
- Effective communication skills, especially with challenging members of the public and customers.
- Ability to manage school crossing patrols in line with Health & Safety requirements.
- City & Guilds (or equivalent) qualifications, or willingness to obtain within 6 months.
Working Conditions:
- Willingness and ability to work outside core hours.
- Ability to work independently and as part of a team.
- Current clean driving license.
