As a Vice President or an Executive Director in Securities Services Product Development, you will lead end-to-end delivery of regulatory programs across multiple workstreams and regions. You will translate regulatory obligations into executable plans, governance, and evidence, while coordinating dependencies across stakeholders. You will drive client and market readiness, including communications, escalation management, and alignment to industry testing and exit criteria. You will lead operating model change to establish resilient target-state processes, controls, ownership, and stabilization. You will balance delivery urgency with a strong risk and control mindset to ensure audit-ready outcomes.

Job responsibilities

  • Lead regulatory readiness by converting obligations into delivery plans, milestones, and evidence across Technology, Operations, Product, Legal, and Compliance.
  • Own client and market readiness by driving communications, escalation paths, and alignment to industry testing and exit criteria.
  • Drive operating model transformation by defining target-state processes, controls, and business-as-usual ownership and handoffs.
  • Plan and execute cutover, stabilization, and post-implementation monitoring to sustain settlement performance through regulatory transition.
  • Run program governance by chairing committees, preparing concise steering updates, and managing risks, issues, assumptions, and dependencies.
  • Coordinate cross-team and cross-region dependencies to deliver integrated outcomes across business and technology workstreams.
  • Manage external dependencies by engaging custodians, central securities depositories, central counterparties, and vendors.
  • Own risk and control deliverables by producing audit-ready documentation and control mapping aligned to regulatory expectations.
  • Manage prioritization and budget planning for program-related technology delivery in partnership with stakeholders.

Required qualifications, capabilities, and skills

  • Proven experience leading complex, cross-functional transformation or regulatory delivery programs end-to-end.
  • Demonstrated ability to translate regulatory requirements into plans, milestones, governance routines, and delivery evidence.
  • Strong knowledge of post-trade processing and the end-to-end settlement lifecycle within Securities Services environments.
  • Demonstrated strength in senior stakeholder management, matrix influence, and decision-oriented governance facilitation.
  • Proven ability to communicate complex topics clearly to varied audiences and drive alignment across functions and regions.
  • Strong risk and control orientation, including experience producing audit-ready documentation and managing control outcomes.
  • Experience delivering change alongside technology teams, including dependency management and execution tracking.
  • Ability to operate effectively in an agile, fast-changing environment while maintaining delivery discipline.
  • Inclusive leadership approach with a track record of developing talent and collaborating across diverse teams.

  • Experience delivering regulatory change within Securities Services, custody, clearing, or broader post-trade ecosystems.
  • Experience working with large provider ecosystems and coordinating industry testing across multiple parties.
  • Background at a custodian bank, financial market infrastructure, or management consulting supporting post-trade transformation.
  • Multi-market implementation planning experience across complex external dependency chains.
  • Europe, Middle East and Africa market expertise and familiarity with regional market practices and stakeholders.
  • Experience managing program budgets and investment trade-offs for technology delivery.
