Purpose of the Role

This is a second role due to the size of the project. The Health & Safety Advisor is responsible for ensuring that the project complies with all current H&S at work legislation, all JGL IMS requirements and clients’ site‑specific requirements. The role is site based at Hinckley Point C for the tunnelling phase and is an “on the ground” role. The Health & Safety Advisor helps to create and maintain a safe and healthy working environment, motivating the workforce through proactive engagement and ensuring RAMS, briefings, TBT’s are briefed to all and are fully complied with. The Health and Safety Advisor will need to also ensure that all roles of Safety Advisor are covered as part of the H&S advisor role and undertake whichever duties are deemed most appropriate for the betterment of the project or the business. Decisions on what is most appropriate will be decided by the project manager.

General Responsibilities

  • Ensure work areas are neat and tidy at all times.
  • If necessary, stop the work and instruct the team to carry out general housekeeping in the area for a few minutes.
  • Carry out and enforce H&S policy to create a safe workplace.
  • Use your phone in designated areas only and in a safe way.
  • Make sure that you and the rest of your team wear the appropriate PPE.
  • No smoking – designated areas only.
  • Ensure all COSHH materials are used, stored, and disposed of correctly.
  • Never operate plant or equipment that you are neither authorised nor trained to use.
  • Manage and understand the PSHW (psychosocial health at work) of your team, working with SHEQ to ensure PSHW risks are controlled or eliminated.

Key Responsibilities

  • Lead by personal example and consistently set high standards of health and safety performance and behaviour.
  • Oversee all works undertaken by JGL employees ensuring the highest standards of Health & Safety and Quality are adhered to, with due regard to the protection of the workforce, public and the environment.
  • Understand and ensure compliance with the JGL’s / Clients health & safety policies, rules and standards.
  • Proactively manage any subcontractors whom it is necessary to interface with on site.
  • Ensure that those carrying out the works are aware and accurately informed about the risks and the control measures associated with their works by ensuring that all operatives have been briefed and have signed up to the appropriate Method Statement and Risk Assessment.
  • Ensure all operatives have received a site‑specific induction.
  • Carry out a daily H&S briefing as part of the wider start of shift briefing.
  • Ensure that the Method Statements and specific site briefs have been provided before the start of each activity and ensure that checks are made on the following: Risk assessments are current and relate to the proposed activity. Where there are minor changes to the working environment, hazards are identified, control measures understood and implemented.
  • Assist with the preparation of method statements and risk assessments, carry out reviews on all RAMS.
  • Conduct daily site inspections and record your findings on standard form JG.S227 H&S Manager’s daily report.
  • Ensure all site inspections and records are maintained as per the Daily / Weekly checks & reporting document JG.S.118.
  • Ensure that plant and equipment is used by only those who have received adequate information, instruction, and training.
  • Ensure manual handling activities have been assessed and suitable mitigation and training implemented.
  • Ensure all operatives are suitably trained and where necessary arrange suitable and adequate training.
  • Identify those within the team that work safely and recognise them for it, through engagement and by putting them forward for best practice awards.
  • Actively encourage feedback from the team (promoting the observation Cards) and take appropriate action where necessary.
  • Complete the observation reporting form JGS.167 and post results of observation cards on site using form JG.S.168.
  • Maintain the flow of information to the workforce through posters and TBT’s.
  • Challenge poor health & safety performance and personally act where there is a breach of rules or unsafe working practices.
  • Ensure accidents, incidents, near misses are reported and where necessary investigated, any incident resulting in a personal injury or damage should be immediately reported to the Managing Director and Group Health and Safety Manager.
  • Ensure any area following a serious incident is preserved, persons involved are interviewed and any evidence maintained.
  • When available all briefings, TBT’s and PPE issued must be recorded on Mosaic.
  • Actively reinforce the Corporate message that staff have the right to stop work where continuing to do so may expose employees and others to harm.
  • Assist in the development of JGL’s emergency procedures including fire, first aid and evacuation and understand any Clients procedures or processes which may impact on the successful evacuation of any JGL employees.
  • Understand the JGL and Clients environmental management plan and assist them in its pursuit of continual improvement in environmental performance.
  • Ensure that the plant and equipment checks are carried out and all damage is reported to the site manager.
  • Ensure all places of work and all access and egress routes are safe and without risk to health.
  • Ensure plant and pedestrians are segregated and site speed limits are complied with.
  • Co‑operate and collaborate with any clients health and safety inspectors and advisors in all health and safety matters.
  • Your priority is the safety of the workforce and compliance with both company and clients standards, the majority of your working day must be spent on site maintaining and improving standards through continued engagement, observation and where necessary enforcement.
  • Act independently without bias or persuasion from either JGL or client.

Experience, Knowledge, Qualifications & Training

  • Have good working knowledge of English, both written and verbal, and be able to report at supervisor level.
  • Extended experience and a general level of education may be sufficient.
  • An understanding of the: Health & Safety at Work Act 1974 Other relevant legislation including LOLER, PUWER, Confined Space Regulations, Working at Height Regulations etc.
  • Hold a suitable H&S qualification such as NEBOSH.
  • Have demonstrable experience of managing previous projects as a H&S advisor.
  • Ability to keep records.
