The predicted salary is between 40000 - 45000 £ per year.

Responsible for achieving 100% uptime of critical engineering assets across the JLL-managed portfolio in the UK and Europe. Acts as Authorising Engineer (AE) for all critical systems, managing technical performance, service delivery and operation for critical infrastructure assets and systems. Oversees site audits, integrated system testing/building shutdowns, training of engineering teams and ensures contractors deliver services to required standards and maintain compliance. Serves as subject-matter expert for all critical infrastructure throughout the portfolio.

Responsibilities

  • Liaise and manage sub-contractors for critical systems across multiple sites.
  • Arrange access and submit change requests, Authority to Work (ATW), and Permit to Work (PTW) documentation.
  • Review service reports for critical systems, raise Purchase Management Codes (PMC) and ensure work is completed within SLA.
  • Conduct regular site visits across UK and European locations to verify asset servicing and maintenance.
  • Challenge substandard work quality and enforce contractual compliance with underperforming service providers.
  • Conduct integrated system testing across all critical buildings.
  • Provide technical guidance and support for sub-contractor management across the regional portfolio.
  • Oversee management of critical plant and safety systems across multiple buildings.
  • Ensure delivery of critical and life-safety engineering maintenance, repairs and corrective actions within contractual KPIs.
  • Conduct hands-on technical assessments of equipment condition and maintenance standards during site visits.
  • Validate contractor maintenance records against actual asset condition.
  • Maintain sufficient critical spare parts inventory strategies across the region.
  • Implement and maintain system processes, Emergency Operating Procedures (EOPs) and Standard Operating Procedures (SOPs).
  • Conduct regular site audits and perform Authorised Engineer (AE) audits annually across the regional portfolio.
  • Identify gaps in preventive maintenance programmes and implement corrective actions.
  • Submit reports on critical systems performance and provide regular system overviews covering the regional portfolio.
  • Oversee operational training and development aligned with Authorised Person (AP) duty requirements.
  • Provide technical mentorship and guidance to site-based engineering teams.
  • Ensure AP document registers are maintained and all AP training is up to date.
  • Review and approve method statements, risk assessments (RAMS) and POWRA documentation; assess switching schedules for critical systems.
  • Support Integrated Systems Testing (IST) and project management.
  • Review and optimise critical system management processes and implement best practices across the portfolio.

Qualifications

Essential Qualifications: Recognised apprenticeship with electrical bias; High Voltage / Low Voltage complex systems; Authorised Person certification; NEBOSH / IOSH or other recognised H&S training; L8 Water Hygiene experience; Previous relevant authorising engineer experience.

Essential Experience: 3+ years in a similar role managing critical facilities, teams of multi-skilled engineers and 3rd-party contractors; Working to a Planned Preventative and Reactive maintenance regime; Proven track record managing multiple high-value contracts across wide geographical areas; Extensive experience managing ISTs and holding contractors accountable; Hands-on technical background with ability to assess asset condition and maintenance quality.

Essential Skills: Able to work under pressure; IT literate with Microsoft Office; Strong leadership presence with ability to challenge and influence at all levels; Excellent stakeholder management and client-facing communication skills; Commercial awareness with ability to balance technical excellence and cost control; Ability to work under own initiative. Valid UK driving licence essential.

Travel and Location

Extensive travel required across UK and Europe, including short-notice visits and occasional overnight stays and weekend work during critical incidents. Must hold a valid passport. Locations include: Birmingham, Bristol, Leeds, London, Manchester.
