Johnston Fuels is the hub for several companies, which spans traditional fuel distribution, wholesale petroleum operations, energy services (including LPG and wind services), vehicle and transport support, and related industrial service companies. This diversified structure allows the group to cover a range of energy and service needs while maintaining its roots in fuel supply.
Location: Bathgate but will require visits to other sites & depots when needed.
The Role: We are seeking an experienced and proactive Group Health & Safety Manager to lead and manage the Health & Safety function across a complex, multi-site, multi-business organisation. The role is responsible for the development, implementation and continual improvement of the Group Safety Management System, ensuring full compliance with health, safety and environmental legislation while driving a strong safety culture across the business. You will act as the principal competent person for Health & Safety, providing expert advice, guidance and leadership to senior management, business unit managers and operational teams.
- Leadership & Strategy
- Develop, implement and review Group Health & Safety policies, procedures and strategic plans.
- Provide day-to-day management of Health & Safety across all business units.
- Lead, develop and manage a team of Health & Safety professionals including mentoring.
- Promote a positive Health & Safety culture and challenge unsafe behaviours.
- Ensure compliance with all relevant UK Health & Safety legislation and industry standards.
- Maintain working knowledge of COMAH, DSEAR, LPG Codes of Practice, Oil Storage regulations and related guidance.
- Act as the main point of contact with the HSE, including COMAH interventions.
- Ensure all assets and operations are managed in accordance with legal requirements.
- Identify and prioritise key business risks and report to Senior Management.
- Oversee risk assessments, safe systems of work and operational procedures.
- Manage Permit to Work systems and contractor safety.
- Develop and maintain emergency and environmental response plans.
- Lead site audits, inspections and Safety Management System reviews.
- Ensure corrective actions are identified, tracked and closed out.
- Monitor effectiveness of the electronic Safety Management System.
- Lead investigations into accidents, incidents and near misses.
- Ensure RIDDOR reporting and liaison with insurers.
- Analyse incident data, identify trends and communicate learning.
- Ensure emergency plans, fire risk assessments and drills are in place and tested.
- Ensure effective safety induction, training and competence management.
- Maintain accurate training records and matrices.
- Identify role-specific training requirements and monitor competence.
- Produce monthly Health & Safety performance reports for the Board.
- Provide statistical data and regular updates to key stakeholders.
About You:
- Essential
- Proven experience in a senior or group-level Health & Safety management role.
- Strong working knowledge of UK Health & Safety legislation.
- Experience managing multi-site operations and complex risk environments.
- Confident communicator able to influence at all levels.
- Strong leadership, organisational and analytical skills.
- Experience in high-hazard or regulated environments (e.g. COMAH, fuels, logistics, energy or manufacturing).
- Chartered or Graduate Member of IOSH (or working towards).
- NEBOSH Diploma or equivalent.
