The VP Government & Community Health Affairs is responsible for the government relations activities on behalf of Johns Hopkins All Children’s Hospital with a focus on pediatric advocacy, research, treatment, education, healthcare, higher education, corporate relations and private business development in the state of Florida and southeastern United States. This highly visible executive will interact with state and local government officials, business leaders including CEOs, business and trade associations, and policymakers on legislative, regulatory, business and other matters.

This leader will work in close collaboration with the leader of the Foundation & Community Engagement to help ensure a comprehensive and system-wide representation of our organization to outside parties, including development and execution of advocacy, engagement and communication strategies with internal leaders and external stakeholders to ensure alignment and consistency across disciplines within the organization to outside agencies. The position will provide guidance to the Board of Trustees and other corporate officials regarding public policy and corporate affairs, and will work closely with the executive and operational leadership teams to develop and implement strategies and manage key initiatives, policies, and projects for the organization.

The leader will oversee Community Health Affairs, including the development and implementation of the Community Health Needs Assessment and the Community Benefit Report and ensure all regulatory elements are met.

Major Expectations & Key Responsibilities
  • Oversees Government Affairs and Community Health Relations for Johns Hopkins All Children’s Hospital.
  • Advocates on legislative and regulatory matters to advance Johns Hopkins' mission of teaching, research and patient care as a registered lobbyist for the institution.
  • Identifies relevant federal, state and local issues and trends that are likely to impact JHACH and JHM and helps to oversee and ensure adoption of required changes, laws, etc.
  • Develops solutions to address and respond to issues impacting JHACH and keeps the senior administration fully apprised of these trends and leads action toward resolution, where appropriate.
  • Cultivates external relationships with government and corporate leaders and policy makers to effect education, research, and health care policy.
  • Ensures the organization’s compliance with federal, state and local lobbying disclosure and ethics rules.
  • Monitors, analyzes and reports on the status of community health programs and interacts with colleagues across JHCH and its clinics to help ensure that community needs are being met.
  • Directs the Community Health Needs Assessment (CHNA) and Community Benefit reporting process, results, analysis and action development.
  • Represents the institution as a member of trade associations and coalitions by fully engaging and assisting in formulating strategies for the coalition to respond to issues impacting the institution and the broader industry.
  • Works in concert with the leader of Foundation, VP of Strategy and others to ensure appropriate representation, optimization, and direct business development, and effectively engage in community partnership and collaboration to promote growth and target strategic affiliations.
  • Coordinate and collaborate with the three other licensed children’s hospitals in Florida.
  • Works collaboratively with JHHS state and federal government affairs counterparts on policy and operational regulatory and legislative issues.
  • Provide coordination, oversight, guidance and management of high-level projects and programs, including monitoring progress toward meeting goals and benchmarks and ensuring follow-through of key hospital staff members.
Professional Experience And Qualifications
  • Bachelor’s Degree required; advanced degree in healthcare, law, policy or related field preferred.
  • 10+ years' experience in leadership roles for a business unit or support organization.
  • State government affairs experience with knowledge of Medicare, Medicaid, OSHA, CMS and state guidelines; process redesign (Six Sigma, Lean, etc.) preferred.
  • Administrative senior leadership role with experience in healthcare operations and a track record of working with and understanding large, complex organizations.
  • Florida experience, highly preferred.
  • Pediatric experience, highly preferred.
  • Exceptional communication skills with demonstrated integrity, self-motivation, analytical skills, and emotional intelligence.

Salary & Benefits

Salary range: Minimum /hour - Maximum /hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility. In cases where the range is displayed as a $0 amount, salary discussions will occur during candidate screening calls before any subsequent compensation discussion with the hiring authority.
