  • Shape and maintain the end-to-end technical delivery strategy for major technology programmes
  • Translate technical understanding into executable delivery approaches spanning engineering capability, operational readiness, and live service transition
  • Integrate technical activities across programme workstreams and coordinate dependencies so outputs are consumable by other workstreams
  • Provide technical leadership during complex delivery challenges and facilitate resolution with architects, engineers, and technical specialists
  • Challenge assumptions, identify delivery and technical risks, and recommend pragmatic solutions
  • Provide integrated technical advice to programme leadership
  • Establish engineering capability, governance, delivery processes, environments, tooling, and build pipelines for future enhancements
  • Ensure technical changes meet contractual requirements and are ratified through TfL governance forums, including the Technical Authority and Change Advisory Board
  • Establish and continuously improve the technical delivery model for safely delivering changes into TfL revenue collection systems
  • Define and validate the end-to-end programme engineering lifecycle covering source code, configuration, intellectual property, builds, environments, testing, deployment, and service management
  • Integrate technical knowledge capture with programme delivery
  • Provide strategic technical oversight to ensure delivery is achievable, technically sound, and operationally ready
  • Collaborate with Programme Managers, Architects, Delivery Managers, Engineering Teams, Service Management, and external suppliers

Requirements

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related discipline (or equivalent experience)
  • Significant experience delivering large-scale technology transformation, systems integration, or complex technology programmes within the transport, ticketing, or similarly regulated sectors
  • Proven experience across the full programme lifecycle, from mobilisation through to operational transition and service handover
  • Strong understanding of software development lifecycles, systems integration, and enterprise-scale technology delivery
  • Experience in complex multi-supplier and outsourced delivery environments
  • Experience supporting technical, service, or supplier transition programmes
  • Ability to translate technical architecture and business requirements into executable delivery strategies and plans
  • Strong understanding of software development, build, testing, release, and deployment processes
  • Experience integrating engineering, operational, commercial, and programme delivery activities
  • Experience working within governance-driven environments and complying with technical, operational, and organisational standards
  • Strong stakeholder management, communication, influencing, analytical, problem-solving, judgement, and collaboration skills
  • Desirable domain experience in transport and mobility systems, ticketing/revenue collection systems, EMV contactless, Oyster or equivalent fare systems, public-sector or safety‑critical environments, complex systems integration, third‑party interface testing, accreditation, and compliance‑driven programmes such as PCI, security, or regulatory
