Head of Department, Wholesale and Unauthorised Business Investigations in London

  • Report to the Director of WUBI
  • Develop and deliver the Enforcement strategy, ensuring investigations are delivered to a high standard
  • Drive the FCA’s strategic work to fight financial crime and disrupt harm
  • Participate in the Division’s senior leadership team
  • Support and challenge colleagues across the Division’s responsibilities, including Market Oversight and Intelligence
  • Work with other Enforcement Heads of Department to support the Director of WUBI
  • Set the strategic direction of the department and contribute to divisional strategy
  • Lead and inspire a diverse, multi-disciplinary team of investigators
  • Promote a high-performance culture through coaching, influencing, and negotiation
  • Manage a complex portfolio of investigations to tight timeframes, resulting in criminal, regulatory, and civil action
  • Ensure cases are delivered fairly, effectively, and efficiently
  • Collaborate across organisational boundaries to disrupt harm, particularly financial crime
  • Manage divisional budgets and resources as part of the senior leadership team

Requirements

  • Sound technical understanding of the UK regulatory framework and the FCA’s role within it
  • Knowledge of the FCA’s powers and policies relating to investigation and enforcement, including criminal investigations and prosecutions
  • Significant people management and leadership experience
  • Experience guiding, motivating, and inspiring large teams while addressing performance concerns
  • Extensive experience leading and overseeing complex investigations, with clear operational grip
  • Senior stakeholder management experience, including internal and external influencing
  • Experience working across organisational boundaries on cross-organisation projects
  • Ability to develop and implement change and process efficiency improvementsTrack record of leading teams to deliver results against business priorities
  • Understanding of the regulatory and political environment in which the FCA operates
  • Ability to manage demanding situations and make practical, balanced decisions quickly
  • Strong relationship-building across business areas and ability to set joint delivery goals
  • Negotiation and influencing skills
  • Ability to work as part of a senior leadership team
  • Understanding of how intelligence supports prevention and response to criminal activity
  • Budget management experience and experience managing external resources
  • Required to obtain and retain minimum SC Clearance and be prepared to seek DV clearance in due course
