  • Lead the design, establishment and phased implementation of the National Oversight Mechanism
  • Define the NOM's remit, operating principles, governance and working arrangements
  • Develop and maintain a deliverable work programme
  • Ensure the NOM operates according to independence, proportionality, transparency, trauma-informed practice and evidence-based decision-making principles
  • Shape the NOM's future scope, governance and long-term operating model
  • Collate, analyse and monitor recommendations from Fatal Accident Inquiries, investigations, reviews, inspections and other post-death processes
  • Identify recurring themes, systemic risks and barriers to improvement
  • Track and report progress on recommendations and implementation of learning
  • Publish evidence-based findings supporting transparency, organisational learning and accountability
  • Identify system-wide learning and improvement opportunities focused on prevention and reducing future risk
  • Provide constructive challenge and support to accountable parties
  • Lead annual reports and other evidence-based reports and publications
  • Provide independent strategic advice to Ministers
  • Present independent evidence, analysis and findings to inform policy and governance decisions
  • Build relationships with justice, health and scrutiny bodies
  • Work alongside oversight, inspection and investigatory organisations
  • Reflect bereaved families' experiences in system-level learning and improvement
  • Engage and influence senior leaders across organisational boundaries
  • Recruit, lead and develop a multidisciplinary team
  • Establish governance, reporting and quality assurance arrangements
  • Ensure operational independence while hosted within HMIPS
  • Establish a culture of integrity, transparency, evidence-based decision-making and continuous improvement

Requirements

  • Significant experience of providing strategic leadership in complex, high-profile or sensitive environments
  • Experience of establishing, designing or leading new functions, programmes or oversight arrangements
  • Experience of analysing complex evidence and translating findings into practical recommendations for improvement
  • Ability to interpret and communicate complex findings effectively to Ministers, senior leaders and other stakeholders
  • Strong track record of working across organisational boundaries and influencing senior stakeholders
  • Experience within scrutiny, inspection, oversight, regulatory or investigatory environments
  • Experience of producing high-quality reports, briefings or strategic advice for senior leaders, boards or ministers
  • Knowledge of independent oversight, inspection, investigation or scrutiny functions and their role in promoting accountability, transparency and learning
  • Experience of working with sensitive subject matters and engaging with stakeholders with professionalism, credibility and emotional intelligence
  • Understanding of trauma-informed approaches
  • Understanding of human rights principles and their application within public services
  • Leadership (Level 4)
  • Communicating and Influencing (Level 4)
  • CV of no more than 2 pages
  • Supporting Statement of no more than 1500 words
  • Existing and ongoing right to work in the UK
  • Successful candidates must complete the Baseline Personnel Security Standard (BPSS)
  • Willingness and ability to complete interview, presentation and written task if invited
