The Greater London Authority (GLA) is seeking a Senior Manager, City Operations to play a central role in the delivery of UEFA EURO 2028 in London. London will host multiple matches across the tournament, welcoming millions of fans, teams and visitors to the city. The GLA is responsible for ensuring the city operates safely, smoothly and cohesively throughout the event, working in partnership with UEFA, UK & Ireland 2028, venue operators and key city agencies. They’re looking for an experienced operational leader who can oversee complex city-wide planning across transport, security, safety and services, and who is comfortable operating in a high-profile, politically sensitive environment.
Responsibilities
- Leading operational planning for London’s delivery of UEFA EURO 2028, including transport, mobility, safety, security and services.
- Working closely with the Project Lead, EURO 2028 and the core delivery team to meet the GLA’s host city obligations.
- Acting as the main operational point of contact with UEFA, UK & Ireland 2028 and venue mobility, security and safety teams.
- Coordinating multiple workstreams and agencies to ensure an integrated approach to city operations.
- Managing contracts and supplier relationships across transport, security and operational services.
- Overseeing budgets in collaboration with the Business Manager, ensuring delivery remains on track and within budget.
- Providing regular briefings, reports and assurance to senior GLA leadership and elected officials.
- Identifying and managing operational, delivery and reputational risks.
- Recruiting and leading a small team to support the delivery of City Operations for EURO 2028.
Qualifications
- Significant experience in operational delivery of large-scale events or complex programmes.
- Strong understanding of transport, security, safety and/or city operations, ideally within London or a comparable urban environment.
- Proven experience coordinating multiple stakeholders and delivery partners.
- Experience operating in high-profile or politically sensitive environments.
- Strong budget, contract and supplier management skills.
- Excellent communication skills with the ability to engage credibly at senior level.
- Calm, resilient and solutions-focused, with the ability to perform under pressure.
