Our client is seeking a Health & Safety, Quality & Environment Compliance Manager to join their Pan Island Risk and Compliance Function.

This full-time role is primarily based in Jersey and Guernsey and entails a strong focus on Health, Safety, Quality, and Environmental (HSQE) compliance.

Reporting directly to the Chief Executive Officer, you will play an instrumental part in shaping the HSQE culture across the organisation, establishing relationships with stakeholders, and driving initiatives that support colleague safety and regulatory compliance.

Your principal responsibilities will include overseeing regulatory relations, maintaining ISO standards, managing the HSQE budget, and leading a dedicated team.

JOB DUTIES

  • Establish clear goals and objectives for the business to set high standards of HSQE performance and compliance.
  • Develop and maintain a regulatory and ISO compliant HSQE policy and procedures framework and ensure this is embedded in the business consistently.
  • Maintain necessary legal, enterprise, and HSQE risk registers and ensure Board review and compliance.
  • Ensure accreditations with regulatory organisations are established and retained, fulfilling associated activities throughout the business.
  • Escalate regulatory breaches and RIDDOR incidents to senior management and the Board in accordance with the escalation policy.
  • Oversee all regulatory and auditor engagement for HSQE matters with Board support.
  • Monitor performance and targets of managers, addressing any systemic issues that arise.
  • Effectively manage the HSQE budget and influence resource deployment to meet HSQE objectives across the organisation.
  • Collaborate with senior management to identify and introduce continuous business improvement.
  • Lead and develop the HSQE team, ensuring good communication, engagement, performance management, and development.
  • Promote an HSQE culture across the organisation, developing plans for continuous improvement.
  • Identify HSQE training needs of managers and employees and implement accordingly.
  • Manage HSQE performance objectives and targets, working with senior management to assess performance.
  • Communicate effectively with internal stakeholders through attendance at management and committee meetings.
  • Ensure HSQE contractual obligations are fulfilled and customer expectations exceeded.
  • Conduct ongoing reviews of supplier and subcontractor HSQE compliance at onboarding and annually thereafter.
  • Perform regular site visits to engage positively with customers and colleagues.
  • Represent the organisation at seminars, networking, and regulatory events as relevant to the role.
  • Provide strategic advice to senior management on modifications and enhancements to business policies and procedures.
  • Plan, develop, and coordinate strategic operational and administrative programmes and projects as needed.
  • Prepare and submit briefing papers to the Board regarding structural changes, capital investments, or policy amendments.
  • Support the Board and business leads with company needs while ensuring harmonised policy delivery across the islands.
  • Lead the development of relevant policies and procedures while recognising ICT needs to improve efficiency.
  • Undertake additional tasks as required that align with your skill set as a Senior Manager.

JOB REQUIREMENTS

  • Experience in a leadership role, capable of delivering results through others.
  • Act with integrity, serving as an ambassador and role model within and outside the organisation.
  • Strong commitment to high standards of HSQE and compliance with company policies.
  • Exceptional interpersonal and communication skills, cultivating trust with stakeholders.
  • Ability to develop, implement, and manage processes effectively.
  • Comprehensive understanding of facilities management and building services, including planned and reactive services.
  • Maintain strict confidentiality in all company matters.
  • Demonstrate adaptability and flexibility as an agent for change.
  • Proactively address problems and be organised, able to work independently with minimal supervision.
  • Strong time management skills, capable of working under pressure and collaborating as part of a team.
  • Commercially and market aware.
  • Must be computer literate with knowledge of health and safety systems.
  • Interisland travel may be necessary, as well as occasional out-of-hours attendance.
  • Hold a current Category B driving licence.
