On behalf of Homes England, we are looking for a HR Business Partner Inside IR35 for a 6 month contract working on a Hybrid basis (2/3 days per week in the Newcastle or Leeds office and remaining WFH). Homes England, the government’s housing and regeneration agency, plays a central role in tackling the housing challenges the country now faces. We have the appetite, influence, expertise, and resource to drive positive market change, and our mission is to ensure more homes are built in areas of greatest need, improve affordability and create a sustainable housing market.
Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.
Role Purpose
This role is responsible for providing a strategic, integrated, comprehensive and commercially-focused HR service to a Directorate, enabling the achievement of business strategy and goals. The role is a business partner, working in collaboration with a senior leadership team on the development of effective business strategy that enables capability, capacity and engagement plans for the Agency. The role consistently demonstrates and embeds the values and behaviours in daily work, contributing to a positive and inclusive culture.
Main duties and responsibilities
- Supervise and manage the coordination of a range of complex activities (e.g., supporting change management initiatives, strategic leadership, and identifying / mitigating people risks) within the People Function.
- Use advanced influencing techniques to drive change, gain buy-in from stakeholders at all levels, and ensure alignment of projects/team with strategic vision and objectives.
- Utilise developed professional knowledge within the HR profession to support the development of supporting policies and procedures within team/specialist area.
- Coordinate activities with awareness of related operations across the Agency.
- Make informed and judgement-based decisions to improve procedures and operational plans across the People Function.
- Ensure the delivery of results within established policies and precedents for the People Function.
- Contribute to the performance of the Agency.
- Impact performance through resource utilisation and provide expert advisory services on behalf of the People Function.
Qualifications and Experience
- Chartered member of the CIPD or a relevant degree/NVQ level 7 equivalent in Human Resource Management or similar.
- Experienced in effective business partnering.
- Demonstrable business acumen and leadership skills.
- Highly effective networker with strong relationship skills.
- Broad generalist operational and strategic HR experience, in a constantly changing fast‑paced environment; including demonstrable capability to deliver strategies to improve productivity and performance.
- Experience of guiding leaders through effective organisational change.
- Excellent communication, influencing and negotiation skills and effective coaching of senior management to resolve people issues.
