We are seeking an experienced and knowledgeable Council Tax Specialist Officer to join our Revenues and Benefits Service.

This role is crucial in supporting the delivery of the HMRC Data Matching Project within the Council Tax Unit.

You will be responsible for the investigation and resolution of complex Council Tax casework, ensuring accuracy and compliance with relevant legislation.

Day-to-day of the role

  • Support the delivery of the HMRC Data Matching Project across the Council Tax Service.
  • Analyse and validate information from HMRC and other data sources, identifying discrepancies and undertaking detailed reviews of Council Tax accounts.
  • Maintain accurate and compliant Council Tax records in line with legislation and local policies.
  • Process account amendments and conduct detailed investigations.
  • Handle sensitive and escalated cases, including formal complaints.
  • Prepare comprehensive written responses for various stakeholders, ensuring responses are robust and capable of withstanding scrutiny from senior management and external bodies.
  • Retrieve, review, index, and manage electronic records to support operational decision-making, audit requirements, and legal processes.

Required Skills & Qualifications

  • Previous experience administering Council Tax using the MRI (Academy) Revenues system.
  • Strong knowledge of Council Tax legislation, policy, and procedures.
  • Experience in Council Tax billing, recovery processes, and account maintenance.
  • Ability to analyse large volumes of data and identify inconsistencies and trends.
  • Excellent written communication skills for drafting clear, accurate, and professional correspondence.
  • Strong attention to detail and ability to make sound judgements based on evidence and legislation.
  • Good understanding of Data Protection legislation and confidentiality requirements.
  • Desirable: Experience with NEC Document Management (EDMS), HMRC data matching exercises, or similar projects.
