About the Role Risk and Insurance Manager
Tower Hamlets is seeking an experienced and motivated Insurance Manager to lead the delivery of a high-quality, customer-focused insurance and claims service across the Council.
Reporting to the Head of Internal Audit, you will be responsible for managing the Council's insurance arrangements, overseeing claims handling activities, and ensuring that effective insurance protection is in place to support the delivery of services and safeguard public assets.
You will lead a specialist team of insurance and claims professionals, working closely with brokers, insurers, legal representatives, senior managers, and external partners to ensure the Council receives a responsive, cost-effective, and professional insurance service.

- Lead and develop the Council's insurance service, ensuring the provision of comprehensive and cost-effective insurance arrangements.
- Review and recommend improvements to insurance policies, procedures, and service delivery practices.
- Ensure insurance arrangements remain compliant with relevant legislation, regulations, professional standards, and best practice.
- Manage the procurement, appointment, and ongoing performance of insurance brokers, insurers, and other specialist providers.
- Maintain expert knowledge of developments within the insurance market and local government insurance sector.

- Oversee the effective management of all insurance claims, including employer's liability, public liability, property damage, motor, and other insured risks.
- Ensure claims are investigated and managed efficiently, fairly, and in accordance with policy and legal requirements.
- Manage relationships with claimants, solicitors, insurers, brokers, and loss adjusters.
- Monitor claims performance, identify trends, and implement actions to improve outcomes and reduce costs.

- Experience of managing insurance programmes and insurance funds.
