In this role you will support the successful delivery of United Utilities business needs by providing a professional pre contract quantity surveying service, in the construction commercial category. The service is to be undertaken in accordance with high professional standards and business principles in compliance with regulatory and company procedures and policies. You will manage a quantity surveying team of varying levels of experience and will have responsibility for the professional development of the individuals within the team. You’ll collaborate within a team and be skilled at presenting data and outcomes to the Commercial Manager and UU Stakeholders. We champion flexible ways of working. In-person attendance is required three days per week to promote the benefits of face-to-face collaboration, alongside flexibility of hours to support work-life balance. Initially, you may be expected to attend more frequently to familiarise yourselves with the site, the team, and your role. Accountabilities & Responsibilities – Manage the tendering process, reviewing EWI/scope documents, preparing contract data, issuing tender documents, managing tender queries, mid-bid reviews, evaluating tenders, BAFO, and recommending contract award. – Ensure commercial and regulatory compliance including but not limited to the Utilities Contracts Regulations 2016. – Proactively manage and mitigate commercial risks. – Negotiate on commercial terms when applicable, consulting with legal where appropriate. – Provide support and timely escalation to the Pre Contract Managing Quantity Surveyor. – Manage pre-contract commercial processes and procedures – Manage, coach and develop Trainee Pre Contract Quantity Surveyors / Assistant Pre Contract Quantity Surveyors / Pre Contract Quantity Surveyors as required. – Attend site meetings as required Technical Skills & Experience – Experience in a Construction Environment – Ability to effectively communicate with internal and external stakeholders – Knowledge and experience in the use of standard forms of construction contract (preferably including the NEC suite of contracts). – Experience of tendering of construction projects. – Working knowledge of Regulated procurement and contract law Qualifications Essential Qualifications – Quantity Surveying degree or equivalent; alternatively sufficient relevant experience to support the requirements of the RICS Professional Experience Route – Achieved or working towards chartered membership of a relevant institution (e.g. Royal Institution of Chartered Surveyors)
