We are seeking a Benefits professional with significant experience and a strong background in benefit assessment who is ready to progress into a Revenues & Benefits Systems Officer role. This position is ideal for someone who understands the operational side of Benefits and wants to move into a more technical, systems-focused career path. The role centers on maintaining, developing, and improving our Benefits systems, ensuring accuracy, efficiency, and compliance across all processes. You will work closely with operational teams, IT, and external suppliers to support system changes, testing, upgrades, and data quality.
Skills & Experience
- Significant Benefits assessment experience (HB/CTR or equivalent)
- Strong understanding of Benefits legislation, workflows, and operational processes
- Good working knowledge of Excel (lookups, pivot tables, data manipulation)
- Familiarity with any of the following is an advantage: QBF, SQL, CAKE/HBAP, Quality Assurance, Appeals, End-of-Year processes

About the role
You will support the Council in the effective and efficient maintenance and development of the Council's Revenues and Benefits system (Academy).
Specific duties and responsibilities
- Responsible for providing support for the Academy system of the Council.
- Assist the Academy Systems Manager in providing a high-quality service which ensures the Council meets its statutory and legal requirements.
- Have a high knowledge of the functionality and systems operation of the Academy system to provide advice and support to the Systems Manager (Academy).
- Ensure the regular information updates are managed in a timely manner and reports are produced in accordance with business needs.
- Maintain and support the Academy System to provide a quality system to the council.
- Draft and update procedure manuals.
- Assist with statutory returns (including subsidy), liaise effectively with the Council's External Auditor.
- Assist with the testing of new releases and day-to-day system issues.
- Provide advice to other teams of the Council on Academy functionality, reports, and upgrades.
- Produce ad hoc reports, make system updates and changes.
- Liaise with colleagues within the Team and the Council to maximise the use and functionality of the system.

Experience
- Of working in a busy and demanding systems environment.
- Recent, regular use of the Academy Benefits I.T. system.
- Of working with financial information and statistics including using a range of MS Excel functionality.
- Of designing processes and working in accordance with written procedures.
- The ability to prepare manuals covering complex processes and procedures format appropriate to the audience.
- Of building good working relationships with internal colleagues but also external partner agencies and suppliers as required.
