The predicted salary is between 40000 - 50000 £ per year.

Main purpose of the post: To lead, manage, deliver and support a council wide expenditure control process which ensures the council meets its financial objectives in a consistent and highly effective manner. To embed the governance and oversight arrangements and to ensure compliance with the spending controls through to service directorate delivery.

Responsibilities:

  • Lead on and deliver council-wide finance transformation projects, as instructed by the Corporate Director of Finance.
  • Work with the Corporate Director of Finance to embed robust governance arrangements for controlling spending across the council.
  • Be responsible for publicising and advising on processes for monitoring and scrutinising all spend across the council to ensure prudent expenditure and value for money for Lambeth residents.
  • Build relationships and work flexibly with a range of stakeholders across the council to embed awareness of and compliance with the new process, more consistent ways of working and high quality outputs.
  • Engage with service directorates to ensure a consistent approach across the council to procuring and commissioning services.
  • Track and develop clear reporting on the council's spend on a monthly, quarterly and annual basis, ensuring transparency for the public and internal grip on performance against allocated budget.
  • Produce and maintain guidance for service directorates on ensuring effective spend controls are in place.
  • Coach service directorates in good practice in producing and planning directorate expenditure.
  • Hold and lead workshops to support service directorates to publicise and embed good spending practices.
  • Take personal responsibility for the good use of the council's resources appropriate to the job level and work area.
  • Ensure that all actions comply with the Council's policies on diversity and equal opportunities and health and safety.
  • Undertake other duties which might be reasonably requested from time to time.

Detailed knowledge of current issues affecting local authorities. Detailed knowledge of business planning processes and methodology.

Relevant Experience:

  • Experience of delivering complex projects.
  • Track record of building relationships with a wide range of stakeholders, including those at a senior level and the ability to challenge, coach and advise.
  • Experience of working in a complex and political environment.
  • Experience of working in multidisciplinary teams where influence, negotiation and persuasion are needed to achieve successful outcomes.
  • Experience of supporting and delivering projects and programmes, including workshop and meeting facilitation.
  • Experience of devising and maintaining performance reports, digests, dashboards and other tools.
