MCS are partnering with A Local Council to recruit a temporary Waste Operations Manager. This is a heavy-hitting, highly visible leadership role taking direct operational responsibility for 3 key waste depots, comprehensive refuse collection services, and Household Recycling Centres (HRCs) across the Borough.
Key Responsibilities
- Depot & Service Management: Overseeing day‑to‑day operations across all 3 primary Waste Depots, including domestic/commercial refuse collections, street cleansing, and public amenities.
- Fleet Management: Acting as a designated competent person on the Council's Goods Vehicles Operators and Bus Operators Licences, managing fleet replacement, procurement, and route optimisation via telematics.
- Site Compliance: Managing Household Recycling Centres to maximise recycling rates, while holding the Operator's Certificate of Competence (OCC) for transfer stations.
- Resource Optimization: Overseeing multi‑million‑pound service budgets, monitoring staff training, managing robust health & safety procedures, and evaluating complex tender specifications.
Essential Criteria
- A formal Degree or Postgraduate qualification.
- Full membership in the Chartered Institute of Waste Management (CIWM) (or ability to achieve this within 18 months of starting).
- 3 years' proven experience in a Waste or Environmental Management role, managing a significant budget, and leading a large, diverse workforce.
Core Requirements:
- A clear understanding of the legislative, political, and environmental framework governing local government.
- A full, valid UK driving licence with access to a car for official travel across the borough.
- The flexibility to work outside of standard Monday‑to‑Friday hours (evenings, weekends, public holidays) when service needs dictate.
