Senior Project Officer in Merthyr Tydfil

Cwm Taf Morgannwg University Health Board's Capital Division provides a comprehensive range of support services to allow the delivery of all capital investment activities. The post holder will work within broad occupational policies and form part of an integrated team within the Capital and Estates Directorate. They will assist the Responsible Officer in the delivery of Phase 3, Prince Charles Hospital (PCH) Ground and first floor project, leading on the capital planning process and delivery of all outcomes of investments to ensure that capital assets are procured and service improvements delivered which are critical to Cwm Taf Morgannwg University Health Board (CTMUHB).

Main duties of the job:

• Utilise technical knowledge and expertise to provide the full range of capital planning and project management services required by CTMUHB, ensuring statutory compliance and reference to all available advisory guidance.
• Work within challenging parameters of cost, time and quality, processing highly complex, contentious and sensitive information.
• Act on own initiative with a high degree of autonomy in an environment of conflicting priorities and demands.

This post is fixed term/secondment until June 2028 due to the timescale and funding of the project. The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Job responsibilities:

• Provide project delivery as defined in the Capital Investment Manual for designated schemes to ensure successful completion to the UHBs requirements of cost, time and quality and in accordance with Welsh Government issued capital guidance, ConCode, EstateCode and other mandatory/statutory requirements.
• Act as the main input on construction issues for projects, liaising with other professional colleagues (mechanical, electrical, IT, Telecommunications, Fire Officer, etc.) to ensure successful completion of capital schemes within designated timeframe.
• Formulate fee bid lists, making recommendations on the appointment of external design consultants and external contractors, as well as other external suppliers.
• Brief, manage and monitor the performance of design consultants and external contractors, ensuring compliance with procurement regulations.
• Authorise financial payments within delegated limits.
• Provide technical estates and capital planning/costs input in the preparation of Initial Project Proposals and all business case formats required in line with Welsh Government Guidance.

Welsh Skills Desirable: This post is advertised as Welsh Desirable. This does not mean essential; while the candidate does not need to have skills in Welsh, we will consider it an advantage when shortlisting and selecting candidates. This is not fluency, just Speaking & Listening skills at Level 3 (equivalent to CEFR B2) or above. Level 3 means basic conversations with patients about their everyday health.

Person Specification:

• Qualifications: Degree/HNC/HND or equivalent skills, knowledge and experience in an Estates/Construction related discipline. Evidence of CPD & Member of a professional institution.
• Knowledge: Knowledge of the relationship of building design and building services, staff management and project management to post graduate Diploma level equivalency and knowledge of building regulations. Knowledge of the Healthcare environment or experience in working within a healthcare organisation.
• Experience: Significant practical experience in estates/construction industry and experience in project management role with a proven track record of Project Management function on schemes of relevant scale. Experience of working in a large project environment, understanding building design and practice and working knowledge of building standards.
