The predicted salary is between 55355 - 64800 £ per year.

Responsible for the operational delivery, performance and governance for General Surgery and St Marks across site. The services may run across both hospital and community sites and cover services within and out of the hospital setting of care.

Responsible for the operational delivery of the resident doctors rotations within the Division. Ensuring recruitment and retention to all posts and reducing locum spend.

Lead directorate teams to ensure the efficient and effective delivery of high-quality patient centred services, strategic planning, RTT delivery, service development and change programmes, driving innovation, modernisation and high levels of staff and patient satisfaction.

Responsible for providing a key leadership role in all the delivery of financial, quality, performance, productivity and workforce targets, local and national, as agreed through the business planning, appraisal and personal development processes.

Responsible for establishing and maintaining internal controls to assure delivery of financial management and the deployment of resources in line with the Trust's financial plan and in accordance with the Trust's financial governance requirements. This will include delivering contracted activity levels and managing related pay and non-pay expenditure within agreed budgets, achieving required levels of cost improvement and underpinning service line profitability.

Main duties of the job:

  • To ensure that the services meet all relevant contractual and performance requirements, including on-going assessment of future demand and capacity requirements.
  • To be accountable for the effective performance of these services, demonstrating achievements against national and local requirements.
  • To integrate the work of the medical, nursing and other professional staff in the management of these services, working in close conjunction with the Clinical Directors and Head of Nursing, including identifying opportunities for growing, improving and re‑designing services, in line with overall organisational strategy.
  • To lead the development of business cases for new services and developments, ensuring they support delivery of the corporate and financial plans.
  • To lead on the annual business planning process working in close conjunction with the Clinical, Finance and Information Teams.
  • To ensure that effective admission and discharge arrangements are in place for these services, including ensuring appropriate application and use of the e‑discharge system.
  • To be an active member of the Divisional Management Team, as well as contributing to the wider Trust agenda.
  • To represent the Division/Directorates externally including with other provider organisations, commissioners and regulatory bodies.

Education and Qualifications:

  • Educated to degree level or equivalent qualification/experience.
  • Post graduate qualification or equivalent.
  • Evidence of continuing professional development including management studies to masters level or above or equivalent experience.

Knowledge and Experience:

  • Significant experience working on both strategic and operational matters.
  • Significant NHS/ public sector experience and knowledge, including up-to-date knowledge and understanding of NHS system reform policy and other key policy drivers.
  • Demonstrable success in building, leading, motivating and developing multi-disciplinary teams as a highly effective people manager.
  • Proven experience of effective performance and budgetary management and control, including achieving annual targets on a regular basis for a large group of clinical specialities.
  • Proven success in business planning and in the development of business cases.
  • Experience of leadership of complex operational change/project management while also developing and maintaining high standards of quality, RTT management.
