Overview Mott MacDonald Bentley are recruiting for a Lead Cost Engineer to join the Strategic Pipeline Alliance (SPA). The 330km Strategic Pipeline Alliance (SPA) Project by Anglian Water is under construction and will be completed during AMP8. Beyond this we have a further 260km of water transfer pipelines and associated infrastructure to be delivered in AMP8.What will you be doing as our new Lead Cost Engineer?You will be a key member of the Strategic Pipeline Alliance (SPA) and be primarily aligned to the new Interconnector 2 (IC2) projects. You will demonstrate technical expertise and experience in Cost Engineering to support a large-scale civil engineering programme such as SPA. You will be expected to lead in the development of Programme Controls infrastructure such as data structures, a cost management plan and the establishment of functionally integrated PMO processes including EVM and change. The expectation is that we will use this experience and infrastructure to support the deployment of an automated Cost, Change and EVM system for IC2 in the near future.Key responsibilities Provide direction for the Cost Engineering function and alignment with other PMO and Commercial functions.Establishment of WBS and other data structures to support the SPA IC2 programme.Lead the development of an industry standard Cost, Change and EVM Management system to support the IC2 programme.Ensure standardisation and consistency of Cost Management processes to industry best practice.Establish robust processes to ensure accurate cost control, change and baseline management, and forecasting.Establish performance measurement for projects using Earned Value Management or similar techniques.Ensure forecast process is supported with alignment of risk, schedule and commercial processes as well as inflation.Support the establishment of aligned PMO, Estimating and Commercial infrastructure.Establish credible monthly cost reports to support leadership reviews and provide data driven insight into programme performance.Ensure the reported cost position is reconcilable and accurately reflected in the Cost Management system.Support the monthly Board Reporting data on any cost related matters.Lead on the IC2 cost control and efficiency initiatives.Manage the cost engineering interface with other functional leads (commercial, schedule, risk and reporting etc).Promote value and cost benefits across programme delivery.A little bit about your skills, experience and behaviours This job might be for you if you have:A relevant academic degree in Commercial Management, Quantity Surveying, Cost Engineering or similar.Extensive experience of Cost Engineering on large scale infrastructure projects ideally for either a Tier 1 contractor or client-sideA strong technical understanding of Cost Engineering including Forecasting, EVM, Cost Management, Resource Management, Change and Baseline Control, Inflation, Governance and Risk Management.A working knowledge of integrated functional processes where Cost, Risk, Schedule and Commercial data are aligned with supporting management techniques.Significant experience of forecasting, maintaining performance and contractual baselines, producing cost variance analysis on time phased data, monitoring changes, and forward looking reporting on early warnings and variations.Excellent communication skills with the ability to negotiate and influence key stakeholdersNot only do we look for the best talent to join us on our journey, we also look for individuals to demonstrate key behaviours that align with our values and beliefs.Working with the highest degree of integrity, we want SPA employees to take ownership and accountability for their outputs and be driven to continuously improve how they work.
