Reporting into the Head of Delivery Governance, the Head of Resource Management is responsible for leading JMAN’s global resource management capability, ensuring the effective alignment of client demand, delivery capacity, and workforce capability. The role sits at the centre of the delivery organisation, partnering closely with Cluster Leads, CoE’s, Delivery, Finance, and HR to ensure projects are staffed effectively, delivery commitments are achievable, and utilisation is optimised without compromising quality or people development.
This is both a strategic and operational leadership role, responsible for building a mature resource management function that enables the business to scale efficiently while maintaining high delivery standards.
Key Responsibilities
- Define and lead the implementation and evolution of JMAN’s global resource management operating model, aligned with Delivery Governance priorities.
- Establish a scalable RM operating model aligned to business growth.
- Define RM processes covering demand intake, project staffing, prioritisation, capacity planning, utilisation, and monitoring.
- Implement governance frameworks for resourcing decisions across clusters and CoEs.
- Support the implementation of governance frameworks for resourcing decisions across clusters and CoEs.
- Lead the continued development of a Resource Management playbook and standards.
Demand & Capacity Planning
- Provide forward-looking visibility of demand versus capacity across the JMAN portfolio.
- Collaborate with Delivery Governance, Cluster Leads, and CoEs to surface early resource demand signals (extensions, ramp-ups, delays, and roll-offs) through established governance cadence.
- Translate commercial pipeline and confirmed delivery commitments into forward resource forecasts.
- Identify emerging capacity risks, skills shortages, and utilisation pressure across regions and capability areas.
- Support leadership decision-making on hiring priorities, contractor usage, cross-cluster deployment, sequencing, and prioritisation of delivery commitments when demand exceeds available capacity.
Project Staffing & Delivery Support
- Jointly with the Head of Delivery Governance, ensure scope, milestones, delivery model, and skill requirements are sufficiently defined before resourcing decisions are confirmed.
- Ensure staffing decisions reflect delivery feasibility, portfolio priorities, and mobilisation readiness across client engagements.
- Oversee allocation processes and ensure alignment between skills, availability, development goals, and delivery priorities.
- Support resolution of cross-cluster resourcing conflicts through established governance and escalation pathways.
- Ensure resourcing decisions support delivery commitments while maintaining workforce sustainability.
- Monitor utilisation, capacity pressure, and delivery allocation trends.
- Partner with Finance, PMO, and Delivery leadership to ensure sustainable utilisation levels.
- Provide insight into utilisation drivers, bench levels, and deployment effectiveness.
- Develop reporting that links resourcing decisions to revenue, margin, and delivery performance.
Workforce & Skills Planning
- Partner with Cluster Leads, CoE Heads, Talent, and practice leadership to align hiring plans with demand forecasts.
- Support development of a skills-based view of the workforce.
- Identify emerging capability gaps and inform recruitment priorities.
- Support internal mobility and career development through effective deployment.
- Lead the development and adoption of resource management systems and tooling.
- Ensure accurate capture of resource allocation and utilisation data.
- Work with Finance, PMO, HR, and IT to integrate RM systems with PSA/project systems, CRM pipeline data, and HR systems.
- Support the development of executive dashboards providing visibility of demand, capacity, utilisation, and delivery risk.
- Lead and develop an existing global RM team of three across the UK and India, strengthening capability as the function continues to mature and scale in line with business growth.
- Establish clear roles, responsibilities, and operating rhythms for RM.
- Develop RM capability through training and best practice sharing.
- Act as the senior point of escalation for complex resourcing issues.

About you
- Current right to work in the UK.
- Significant experience in resource management within consulting or professional services.
- Experience leading a central RM or workforce planning function.
- Strong understanding of consulting delivery models and utilisation economics.
- Experience operating in fast-growing or scaling organisations.
- Strong stakeholder management across senior delivery and commercial leaders.
- Analytical mindset with ability to interpret demand, capacity, and utilisation data.
- Experience implementing or optimising PSA/RM systems.
- Experience working across multi-region delivery teams.
- Experience building RM functions or operating models from early-stage maturity.
