OBJECTIVE OF ROLE
The core role of the HSSEQ Client Lead - RLAM is to work with the UK HSSEQ PM Lead in delivering health and safety compliance objectives specific to RLAM client operations within the UK Workplace Risk & Resilience Team, ensuring delivery of KPIs identified in the client Management Services Agreement (MSA). The role will include direct line management of a HSSE Manager dedicated to the RLAM portfolio and will work independently whilst collaborating with the Senior HSSEQ Manager on cross-client trends, best practice sharing and broader operational initiatives. The role will support the operational site management teams with the delivery of key objectives in maintenance of risk management platforms and our ISO 14001/45001 certified Integrated Management System (IMS). The role will be responsible for monitoring, risk management and auditing the health, safety and environmental management activities to agreed performance standards across the RLAM portfolio. In particular, the focus will be collaborative working with RLAM site management teams and service partners to drive compliance performance and best practice. The role will also require an element of training management and delivery, as JLL offer comprehensive induction and refresher training to staff. Security intelligence is now part of the wider Workplace Risk & Resilience Services and, whilst we have specific resource in this area, the HSSEQ Client Lead will have an opportunity to engage, learn and develop in this area too. Property Management is transitioning into a Global service line within REMS (Real Estate Management Services) and active contribution to transition projects and global / EMEA regional projects will be part of the role.
ACCOUNTABILITIES
- Client Service: To understand the RLAM Management Services Agreement (MSA) and ensure that JLL liabilities are being managed in relation to health, safety, security and environment issues across the RLAM portfolio. The role will include liaising directly with RLAM client stakeholders and supporting them in achieving their HSE goals and objectives.
- Risk Management: Ensuring that operational site teams across the RLAM portfolio are managing the risks identified, providing support and advice where needed. Ensuring the risk management platform is kept up to date and operating within agreed parameters for all RLAM sites. Interrogation of our risk management platform (Vision by JLL) including running regular reports and working with the Workplace Risk & Resilience Team, RLAM site team and service partners in managing the compliance risks to conclusion. Providing risk liability reports and support where necessary specific to RLAM operations and sharing data with the Senior HSSEQ Manager to support cross-client trend analysis. Ensuring that accidents and incidents are being reported and investigated in accordance with the agreed operational procedures across RLAM sites, overseeing and providing practical guidance on root cause analysis. As part of the Workplace Risk & Resilience Team to help manage any serious incidents at RLAM sites to a conclusion, leading the 'fair and just' investigations where necessary and reporting to the management team on issues and root cause they may need to address, and where required work with enforcement agencies. Reviewing audit results across the RLAM portfolio and reporting on trends to the UK HSSEQ PM Lead and sharing insights with the Senior HSSEQ Manager for broader analysis. Ensuring effective communication plans are developed and delivered across RLAM operations. Driving our S.A.F.E.R culture programme across the RLAM client operations. Assisting in the review and production of technical HSSE operating documents and best practice guidance information to ensure compliance with latest guidance for RLAM sites. To monitor and work with external HSSE consultants to make sure the liabilities of JLL are being adequately identified, addressed, managed, and are cost effective across the RLAM portfolio. Report non-compliance with agreed practices to the UK HSSEQ PM Lead. Contribute to the effective implementation of wider Global or regional initiatives and HSSEQ transition programmes. Providing specialist advice on key risk areas such as asbestos; CDM, working at height and events management specific to RLAM operations.
- HSSE Management / Audit Programme: Manage the internal audit programme of RLAM sites with site-based teams in accordance with agreed work programmes and criteria. Line management of 1 HSSEQ Manager dedicated to the RLAM portfolio; agreeing and monitoring objectives aligned to the PM UK and Global requirements, but also to act as mentor, helping their professional growth and development. Support the RLAM site management teams to ensure they have effective risk mitigation controls in place. Ensuring that any outgoing RLAM properties have had an audit carried out within that service charge year.
- Training: Work with the UK HSSEQ PM Lead to maintain a training needs analysis for the RLAM portfolio, identifying relevant training provision and assist with tracking. Prepare material, facilitate and deliver training courses and update briefings to RLAM operational teams. Coordinate the delivery of regular training sessions to RLAM site management teams. Undertake any other training duties as required by the UK HSSEQ PM Lead.
QUALIFICATIONS, SKILLS AND EXPERIENCE
- NEBOSH General Diploma level or Degree level Equivalent.
- NVQ Level 6 Diploma in Occupational Health and Safety practices.
- Member of IOSH is essential, Grad IOSH and working towards CertIOSH is preferred.
- Experience in training and facilitating courses.
- Practical understanding of property management would be an advantage.
- Good working knowledge of Microsoft Word, Excel, and Outlook essential – working with database platforms and integration of such systems useful.
- Strong numerical and report writing skills.
- Must be customer-service driven and have excellent communication skills.
- A team player with excellent interpersonal and influencing skills who interacts effectively with colleagues and clients.
- Ability to work independently with minimal supervision when necessary.
- Ability to work under pressure, manage time and assist the team in meeting deadlines.
- Contractor management experience.
