What this job involves: This strategic position provides overall responsibility for the effective delivery of engineering, compliance, and data-driven assurance across the FCDO contract portfolio spanning 12 European countries. The role combines technical engineering leadership with sophisticated data analysis capabilities to ensure the highest standards of service delivery, regulatory compliance, and risk management. A core responsibility is the production of the monthly Statement of Assurance, which serves as the foundation for demonstrating contract compliance and operational performance to the client.
What your day-to-day will look like:
- Engineering Strategy & Leadership
- Overall accountability for engineering and compliance service delivery through in-house and supply chain teams across the European portfolio.
- Develop, articulate, and implement engineering strategies for growth, service improvement, and best practice excellence.
- Collaborate with multiple stakeholders across Europe to identify and implement innovation and consistency in processes, standards, and governance.
- Manage and develop the account compliance team to provide a technical services Centre of Excellence.
- Lead engineering-related risk management and maintain contribution to the account risk register.
- Data Analysis & Statement of Assurance (Core Responsibility)
- Lead the monthly production of the Statement of Assurance, providing comprehensive analysis of non-compliances, associated risks, mitigations, and key actions.
- Extract, analyse, and meaningfully interpret engineering data from Corrigo and other systems to identify trends, risks, and opportunities for improvement.
- Develop sophisticated data visualization and reporting frameworks that translate complex technical data into clear, actionable insights for senior stakeholders.
- Create predictive analytics models to identify potential compliance issues before they materialize.
- Support automation initiatives for compliance reporting while maintaining quality assurance and technical validation.
- Provide data-driven insights to support the Hard Services Re-Tender exercise and account profitability initiatives.
- Monitor and report on KPIs with timely and accurate submission of all identified reporting requirements.
- Support the operational teams in providing and checking that suitable mitigation is in place for any assets/tasks that have fallen out of compliance.
- Asset & Maintenance Management
- Manage the Asset Management System (AMS) to support safe, efficient, and effective delivery of asset management objectives.
- Develop and manage the Strategic Asset Management Plan (SAMP) in conjunction with the Reliability Engineer and JLL Reliability Engineering team.
- Build and maintain complete asset registers for the full estate, with individual registers for each building following client asset management guidelines, including asset criticality assessments.
- Ensure asset registers remain current with condition assessments to inform the Forward Maintenance Register.
- Build comprehensive PPM schedules for the full estate, accounting for all client requirements including country derogations, contract requirements, statutory mapping, and reactive response times.
- Utilize JLL CMMS 'Corrigo' to manage assets and maintenance workflows.
- Compliance & Legal Framework Management
- Deliver all services as outlined in the contract, Schedule A, D, H and associated appendices, to agreed standards and in line with achieving all KPIs.
- Ensure the service matrix confirms all properties meet full contract requirements, including fire risk assessments, water management plans, asbestos registers, and specific derogations.
- Determine which maintenance and engineering works are legally permissible in specific countries and align with FCDO in-country derogations.
- Maintain knowledge of evolving compliance requirements and communicate implications to operational teams.
- Conduct FCDO Minimum Services Audits on a quarterly basis, including sample checks on 5W2P, PMRM Schedules, and Asset Registers.
- Manage completion and tracking of HSSE Assessments including Fire, Water, and Asbestos, ensuring completion of associated remedial actions.
- Ensure internal and supply chain adherence to Safe Systems of Work Standards, AP structure, and permit to work processes.
- Technical Liaison & Integration
- Create and maintain effective communication channels between central engineering teams, operations functions, and client stakeholders.
- Translate engineering requirements and specifications into actionable FM delivery requirements for operational teams.
- Respond to day-to-day operational queries requiring engineering input and interpretation, including Corrigo queries such as schedule issues, asset requests, and scheduling support.
- Support ongoing harmonization and tender processes with technical expertise and operational insight.
- Ensure engineering decisions align with regulatory and contractual obligations across different jurisdictions.
- Process Development & Documentation
- Develop and implement resilient processes, procedures, and documents to simplify workflow, ensuring processes are recorded and followed.
- Produce engineering Standard Operating Procedures (SOPs) and supplier inputs.
- Manage all engineering and compliance-related documentation, including site-held documents (drawings, O&M manuals, logbooks) and central records (engineering playbooks and processes).
- Input to Business Continuity and Disaster Recovery Plans.
- Input to training plans for JLL staff and suppliers in relation to engineering and compliance.
- Stakeholder Management
- Maintain professional client-facing relationships with excellent communication and team-building skills.
- Work with stakeholders including the client, station staff, property residents, FM teams, SRP teams, and energy and sustainability teams.
- Provide landlord liaison as required.
- Liaise effectively with in-house teams, external contractors, senior management, and on-site customers.
Skills/Qualifications
- Technical Qualifications & Experience
- Qualified mechanical or electrical engineer or equivalent experience.
- Proven asset and maintenance management expertise at a senior level.
- Comprehensive understanding of M&E systems and terminology.
- Strong understanding of lifecycle management principles.
- Extensive experience with Corrigo CAFM system including workflow management, reporting, and data analysis.
- Advanced proficiency in data extraction, analysis, and visualization tools (e.g., Excel, Power BI, Tableau, or similar platforms).
- Understanding of compliance frameworks and documentation requirements in facilities management.
- Experience with government or public sector contracts (highly preferred).

- Prior Authorised Engineer or Authorised Person accreditation.
