The HSSE Lead for Project Services will provide specialist HSSE leadership and strategic direction across the Project Services Division within JLL Workplace Management UK&I. Reporting into the WPM UK&I HSSE Director, the post-holder will be accountable for embedding a proactive safety culture, ensuring regulatory compliance, and driving continuous improvement in HSSE performance across all project delivery activity. The role carries line management responsibility for three direct reports. The individual will work closely with the EMEA HSSE function, the WPM UK&I HSSE team, and project delivery leadership to align standards, manage risk, and support business growth.
Strategy & Leadership
- Develop and implement a targeted HSSE strategy for Project Services, aligned with JLL Global HSSE Standards and EMEA Minimum Standards.
- Lead, mentor, and develop HSSE professionals embedded within or supporting the Project Services Division.
- Champion a positive, proactive HSSE culture across all project teams, supply chain partners, and client interfaces.
- Provide visible leadership on HSSE matters, influencing behaviours at all organisational levels.
Compliance & Risk Management
- Ensure all project activities comply with applicable UK health, safety, and environmental legislation, including the Building Safety Act 2022, CDM Regulations, and relevant British Standards.
- Oversee the RAMS process, ensuring risks are adequately identified, assessed, and controlled prior to works commencing by the operational teams.
- Maintain and develop HSSE policies and procedures relevant to project delivery, keeping pace with legislative change and industry best practice.
- Lead incident investigation for project-related events, ensuring root cause analysis, lessons learned, and corrective actions are implemented effectively.
- Ensure Principal Contractor personnel competence is assessed and maintained in accordance with PAS 8672:2022, covering role responsibilities, skills, and higher-risk building competences.
Performance & Reporting
- Establish and manage HSSE monitoring, audit, and inspection programmes across Project Services operations.
- Report HSSE performance against agreed KPIs to WPM UK&I leadership and client stakeholders, providing clear, data-driven insight.
- Identify trends, drive improvement programmes, and ensure timely close-out of actions.
- Support ISO 45001, ISO 14001, ISO 9001 compliance across project activities.
Stakeholder Engagement & Business Support
- Act as the primary HSSE subject matter expert for Project Services, supporting bid activity, client engagement, and new account transitions.
- Build effective working relationships with client HSSE teams, principal designers, and regulatory bodies.
- Provide pragmatic, commercially aware HSSE guidance to project managers and delivery teams.
- Support the wider WPM UK&I HSSE team on cross-functional initiatives as required.
Essential
- NEBOSH Diploma in Occupational Health & Safety (or equivalent Level 6 qualification).
- NEBOSH National Certificate in Construction Health and Safety.
- Minimum 5 years' experience in a senior HSSE role within construction, engineering projects.
- Thorough working knowledge of UK H&S legislation, CDM Regulations, Building Safety Act 2022, and associated British Standards.
- Demonstrable experience managing HSSE across complex, multi-disciplinary project programmes.
- Proven ability to lead and develop HSSE professionals and influence senior stakeholders.
- Strong written and verbal communication skills; credible at client and board level.
- Willingness to travel across the UK&I portfolio as required.
Desirable
- NEBOSH Certificate in Fire Safety.
- Internal or external auditor qualification (ISO 45001 / 14001 / 9001).
- Experience in regulated environments (e.g. defence, nuclear, pharmaceutical, critical infrastructure).
- Membership of IOSH (Chartered or Certified level) or equivalent professional body.
- Background in Building Safety Act Principal Contractor or Principal Designer duties.
