JLL's Workplace Management (WPM) division is seeking an experienced Quantity Surveyor with specialist expertise in schedule of rates administration and contract cost management. This role focuses on the commercial oversight of maintenance contracts across mechanical, electrical, fabric, and civil engineering disciplines, ensuring optimum value through rigorous rate management and cost control. Site Location: Abingdon Key Responsibilities Schedule of Rates & Contract Administration Commercially administer maintenance contracts utilizing national schedule of rates or similar pricing mechanisms across all M&E, fabric, and civil engineering disciplines Manage and validate schedule of rates applications, ensuring accuracy and compliance with contract terms Conduct rate analysis and benchmarking to ensure competitive pricing and value for money Monitor and challenge schedule of rates submissions, identifying discrepancies and opportunities for cost optimization Maintain comprehensive knowledge of applicable rate schedules and their correct application across different work streams NEC Contract Management Commercially administer NEC contracts for planned preventative maintenance (PPM), remedial works, reactive maintenance, and small projects Ensure contract compliance and manage compensation events in accordance with NEC provisions Oversee payment mechanisms and commercial terms throughout contract duration Commercial & Procurement Excellence Support Project Managers with commercial input on tender documents and procurement strategies Lead schedule of rates evaluation during procurement to secure best value outcomes for clients Conduct detailed cost comparisons and commercial analysis of tender submissions Provide commercial expertise during contractor selection processes Cost Control & Budget Management Manage costs across all engineering disciplines through accurate schedule of rates application Track expenditure against budgets and provide early warning of potential cost overruns Validate contractor invoices and payment applications against agreed schedules and completed works Ensure all variations and additional works are properly priced using applicable rates Commercial Risk & Value Management Carry out commercial risk assessments and develop mitigation strategies focused on rate management Identify cost anomalies and pricing inconsistencies within schedule of rates applications Challenge non-compliant or excessive rate claims to protect client value Develop strategies to optimize use of schedule of rates mechanisms Performance Management & Reporting Manage and report on KPIs across all contracts, with emphasis on cost performance metrics Produce accurate cost management reports through Excel and CAFM systems for client and internal stakeholders Track rate utilization trends and provide commercial insights to inform contract strategy Monitor contractor performance against agreed timescales and budgets Required Skills & Experience Essential Qualifications & Experience Proven experience in commercially administering construction and maintenance contracts using schedule of rates frameworks Demonstrable expertise in applying, validating, and managing national schedule of rates or similar pricing mechanisms Strong experience working with NEC contract forms for maintenance and minor works Track record of cost management across mechanical, electrical, fabric, and civil engineering disciplines Schedule of Rates Expertise Thorough understanding of how schedule of rates are structured, applied, and commercially managed Ability to analyze and challenge rate applications to ensure accuracy and value Experience benchmarking rates across multiple contracts and suppliers Knowledge of rate escalation mechanisms and contract price adjustment provisions Technical Skills Strong knowledge of construction and maintenance contract commercial terms and pricing structures Advanced proficiency in Microsoft Excel for cost analysis, rate comparisons, and financial reporting Experience with CAFM (Computer-Aided Facilities Management) systems for cost tracking and reporting Competent across the wider Microsoft Office suite Commercial Competencies Exceptional commercial awareness with ability to identify cost optimization opportunities Strong negotiation skills focused on rate agreements and commercial settlements Analytical mindset with meticulous attention to detail in cost validation and reporting Ability to interpret complex contractual payment mechanisms and apply them accurately Personal Attributes Proactive approach to cost management and commercial problem-solving Clear communicator able to articulate commercial positions to contractors and clients Collaborative approach when working with project teams and operational colleagues Results-driven with focus on delivering measurable value through effective rate management What We Offer This position offers the opportunity to work within JLL's leading Workplace Management division, managing commercial performance across substantial maintenance portfolios and ensuring best value delivery for our clients through expert schedule of rates administration
